The USAID Strengthening Core Economic Governance Institutions II activity (CORE II) for the Republic of South Sudan aims to strengthen functions of selected Government of South Sudan (GOSS) and state-level institutions.
Strengthened economic governance underpins the goal of a stable macroeconomic environment for South Sudan. Strong fiscal and financial systems are critical for transparency and accountability in the use of public funds. These efforts promote the legitimacy of and citizen confidence in the Republic of South Sudan (RSS) essential for the success of a new government.
Within this project, each State Financial Management advisor will provide assistance to a number of State Ministries of Finance to develop their institutional capacity to manage its income and expenditure, and provide the corresponding reporting to the citizenry, other state institutions, and the national government. The State FM Advisor will also make interventions in the budget preparation and revenue collection processes.
Proposed Tasks:
The advisor will be responsible for the following tasks and activities:
• Provide assistance in the functional aspects of the FreeBalance/IFMIS system for partner States, as directed
• Conduct on-the-job training, presentations, workshops, and seminars for financial, budget, and accounting staff in States
• Provide support to fully institutionalize FMIS and integrate new system upgrades
• Support the implementation of new Procedures Manual in the States
• Provide recommendations for updating the Procedures Manual as needed based on implementation experience in the States
• Provide technical leadership and mentorship to RSS state employees to maintain the IFMIS platform
• Provide support to financial staff in the States to reconcile bank and treasury accounts and produce financial statements
• Introduce revenue recording, reconciliation and reporting procedures
• Work with the team leader to transition support services to the National Government
• Provide budget preparation support to the states for the next financial year
• Collaborate with other components of this project and other donor organizations (e.g. the UNDP, BSI, ODI, etc.) to progress state financial management issues
• Travel extensively within the South Sudan including possible residence in a state capital

Desired Qualifications or Requirements:
• Experience with FreeBalance software and/or IFMIS system
• Experience conducting on-the-job financial training
• Extensive IT skills
• 5+ years of experience in economics and finance related role
• Post graduate degree in Information Systems and Finance preferred
