M&E Expert, Senior and Junior in Rwanda

ATC Consultants is looking for experts with the following profiles for mission in Rwanda:

Prior and strong experience with developing Monitoring Framework or similar exercises will be critical to the success of the review. 

The team shall ensure that a thematic expert covers each of the three areas of Joint Governance Assessment (JGA) Monitoring Framework: ruling justly, governance effectiveness and investment climate and corporate governance.  

Two (2) consultants must have an in-depth knowledge of Rwanda's governance landscape. 

Expert 1: Team Leader (category senior)

Qualifications and skills

• Advanced degree in Law, Economics, Political Science or Public Policy and Management. 

General professional experience

• Ten (10) years of demonstrated work experience of which at least five (5) directly relating to Monitoring and Evaluation.

Specific professional experience

• The team leader is expected to lead the review of the three components of the JGA Monitoring Framework and to have a strong qualification and prior experience in this domain. He must demonstrate a good understanding of the Joint Governance Assessment framework. 
• Prior knowledge of and/or work in Rwanda will be considered an asset.
• In-depth knowledge of state-of-the-art approaches in governance assessment, international good practices, monitoring and evaluation standards.
• Ability to transfer knowledge and skills to colleagues and partners.
• Strong written and oral communication skills. 
• Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour; ability to build trust through operating with transparency and creating an open, positive and enabling environment; ability to work in a multi-cultural environment with sensitivity and respect for diversity.
• Demonstrated ability to establish priorities and to plan, coordinate and monitor tasks to achieve results.
• Sound judgement and decision making skills.
• Demonstrated ability to analyze and interpret statistical data including the ability to disaggregate data and to assess the influence of key socio-economic variables including sex of respondent on responses. 
• Fluency in English is required and a working capability in French is a strong added advantage.

Expert 2: Senior Expert (category senior) 

Qualifications and skills

• Advanced degree in Law, Economics, Political Science or Public Policy and Management.

General professional experience

• Ten (10) years of demonstrated work experience of which at least three (3) relating to Monitoring and Evaluation.

Specific professional experience

• The senior expert is expected to support to team leader in leading the review the three components of the JGA Monitoring Framework.
• Strong qualification and experience in at least one of the areas covered by JGA Monitoring Framework.  
• Otherwise same requirements than above.

Expert 3 & 4: Supporting Consultants (category junior) 

Qualifications and skills

• Degree in Law, Economics, Political Science or Public Policy and Management.

General professional experience

• Three (3) years of demonstrated work experience in similar assignments.

Specific professional experience

• The junior experts are expected to support the review of the three components of the JGA Monitoring Framework
• Strong qualification and prior experience in similar assignments.
• Otherwise same requirements than above.
• An excellent command of Kinyarwanda, spoken and written, is required. 
• Experience in the country, good networks within the different relevant sectors and the capacity of facilitating contacts with the most representative organisations and with the concerned Rwandan institutions is required.

The envisaged starting date is 17/06/2013.
