GOAL:
- The goal of this fellowship is to provide a training-through-service opportunity for medical officer, with a master’s-level graduate degree in public health or a related discipline. Through this experience, the Fellow will provide direct technical assistance to the National TB and Leprosy Control Program (NTLP) of the Ministry of Health-Uganda for TB control epidemiology, advocacy, and strengthening of the translation of public health science to action.
OBJECTIVES:
- Support the Mbale Regional Referral Hospital and surrounding districts of Eastern Region (14 districts)to (1) improve the detection, prevention and control of TB, (2) enhance the use of data for strategic decision-making, (3) Extend enhanced capabilities in TB control programming and to zonal officers and district focal points, and (4) support the operations research agenda of the NTLP.
MAJOR RESPONSIBILITIES:
Over the period of performance, the incumbent will receive advanced training in TB control epidemiology and interventions, under the mentorship and technical supervision of the Director, NTLP, with additional technical assistance from the Africa Field Epidemiology Network (AFENET) and U.S. CDC-Uganda, and U.S. CDC-Atlanta. The incumbent will sit within the NTLP of the MOH, liaising with key partners, and supporting implementation of the following activities:
- Analysis, interpretation and communication of existing, and incoming, surveillance and program performance data
- Strengthen data quality and its use at the regional referral hospital and among district health teams
- Engage in special studies and operations research based on TB program priorities – e.g. pediatric TB prevalence and treatment, improving case detection among HIV+ patients, strengthening patient follow-up and cure rates; evaluating MDR-TB diagnosis and treatment at regional referral hospitals, etc.
- Support cascading skillsets development among zonal officers, district focal points, nurses, MPH students, and other relevant target audiences through both training and on-the-job supportive supervision for:
- Analysis and use of data for decision-making
- Improved adherence to diagnosis guidelines
- Infection control practices
- TB and TB/HIV co-infection case management
- TB Contact tracing, adherence to treatment
- TB/HIV Prevention
- Intensified TB case finding among HIV positive clients
- Program management (continuous quality improvement, planning, supervision, etc.)
- Develop, test and refine SOPs and guidelines for operationally linking regional referral hospital support to TB zones and related districts for quality assurance, technical support, etc, which can inform national scale-up
- Development of quality improvement interventions to address specific challenges identified during supportive supervision, together with district focal points.
Deliverables include the following:
- Monthly and quarterly program reports
- Data quality assessments in districts
- Trainings in TB patient care, infection control, analysis and use of data for decision-making for district focal points
- At least one special study designed and implemented
