GOAL:
- The goal of this fellowship is to provide a training-through-service opportunity for a master’s level graduate. Through this experience, the Fellow will provide direct technical assistance to the National TB and Leprosy Control Program (NTLP) of the Ministry of Health- Uganda for TB control epidemiology, advocacy, and strengthening of the translation of public health science to action.
OBJECTIVES:
Support the MOH to:
- Improve the analysis and use of data for strategic decision-making.
- Support extension of this capability to zonal officers and district focal points.
- Support the operations research agenda of the NTLP.
(1) MAJOR RESPONSIBILITIES:
Over the period of performance, the incumbent will receive advanced training in TB control epidemiology and interventions, under the mentorship and technical supervision of the Program Manager, NTLP. Additional technical assistance will be provided by the Africa Field Epidemiology Network (AFENET), U.S. CDC-Uganda/Atlanta, and other MOH technical partners. The incumbent will sit within the NTLP of the MOH, liaising with key partners, and supporting implementation of the following activities:
- Analysis, interpretation and communication of existing, and incoming, surveillance and program performance data to the NTLP and key stakeholders
- Supervise TB and Leprosy data entries
- Support capacity-building for target cadres, including MPH students
- Mentorship of two MPH-program residents (2-per year) engaged in specific TB control projects
- Reinforce the data management for the NTLP, including:
- Adapt, setup and roll-out an electronic TB register
- Develop a data base/system for TB and Leprosy Control at the National and subnational levels
- Management of data from the program activities, health facilities, districts processing it, including
- Generation of monthly/quarterly reports
- Enhancing quality of data collected for surveillance, monitoring and evaluation at regional referral hospitals and district health teams
- Support cascading skill sets development among district focal points and zonal officers for analysis and use of data for decision making
- Preparation of annual report on TB and Leprosy control program
- Strengthen Coordination with MOH Resource Centre and Epidemiology Surveillance Division.
- Provide epidemiological support for special studies, operations research and investigations conducted by the TB control program
- Provide updates to the Program manager and team on the quality and timeliness of reports received
- Provide feedback to districts and zones on the quality of reports received and make recommendations to improve data quality
- Harmonize program data (TB and Leprosy) with other data sets and partners, such as WHO, GLRA, through national data validation meetings
Specific outputs include the following:
- Monthly and quarterly program reports
- Data quality assessments in districts
- Trainings in analysis and use of data for decision-making for district focal points
- Annual report developed
- At least one special study designed and implemented.
