Background:
Youth Challenge International (YCI) is a leading youth development organization that has programs in East and West Africa, and South and Central America. Our programs focus on three integrated sectors supporting youth livelihoods, youth health, and youth leadership. YCI works with local partners and youth as well as volunteers to implement local programs.
YCI has been operational in Tanzania since 2004, with field offices in Zanzibar, Morogoro, and Arusha, and will start programs in other locations in 2013. In collaboration with local partners, YCI will be entering the fourth year of a four-year Global Youth Partnerships Program funded by the Canadian International Development Agency (CIDA). YCI is focusing on increasing the scope and impact of its programs in youth livelihoods.
The Senior Program Manager, Livelihoods (SPML) will be responsible for the overall design and management of programs and partnerships focusing on livelihoods and youth development across all YCI sites in Tanzania. The SPML will manage local and international volunteers, lead program design, partnership development, and add technical expertise to the YCI Tanzania program.
Reporting to the Tanzania Country Manager (CM), the Senior Program Manager will:
Program Development:
• In conjunction with the CM design and implement programming opportunities with new and existing partners, especially focused on building the impact of youth livelihood and business development programs at all YCI sites;
• In conjunction with the CM, partners and YCI staff, develop annual program work-plans and partnership capacity development plans;
• Develop in-country projects and create job descriptions for volunteers based on the annual program work-plan.
Program Management:
• Ensure the Youth Livelihoods component of the GYP program is designed and implemented in collaboration with local partners and integrated with existing country plans, as well as YCI and donor requirements;
• Manage the YCI Livelihoods program with a commitment to best practice in youth-focused Programming;
• Facilitate and support relationships between YCI staff, volunteers, partners and peer educators by providing leadership and oversight of programs and partner relations;
• Enhance the capacity of existing partners using a strategic approach to training and development;
• Collaborate directly with partners and other program managers to implement and report on program activities;
• Establish relations with new organizations in Tanzania that are committed to youth programming and livelihoods development for youth;
• Follow all YCI and donor finance policies and procedures and ensure accurate receipt tracking and timely submission to the Operations Officer;
• Maintain regular communication with partners, staff and volunteers in Tanzania and YCI head office.
Monitoring and Evaluation:
• Develop new monitoring and evaluation tools for livelihoods programs to improve program quality and assist with donor reporting;
• Provide training and ensure monitoring and evaluation systems are adhered to for the efficient collection of information relating to project outputs and outcomes;
• Ensure all donor and YCI partner, program and finance reporting is submitted in a timely manner
• Support staff and volunteers in completing YCI and donor reports.
Volunteer Management:
• Support orientation and debrief sessions for volunteers and preparation of related materials;
• Ensure that volunteers are appropriately supported in their programming activities;
• Enforce YCI policies and risk management protocols;
• In conjunction with Volunteer Program Manager (HQ), create and edit volunteer orientation guides;
detailed project descriptions and other documents as needed;
• Provide logistical support for the volunteer program as required.
Background and Qualifications:
• 5+ years technical expertise in private sector / livelihoods development programs with youth;
• 5+ years' experience managing youth development programs;
• 5+ years' experience in program, partner and staff management;
• Degree/Master's degree in, business, community development or related field;
• Community development experience considered a strong asset;
• Previous experience working with partners and partner capacity building;
• Previous experience mainstreaming gender across program activities;
• Previous experience working with youth, youth volunteers and peer educators;
• Excellent written and verbal communications skills in English;
• Previous experience with financial management, donor reporting, budget development and M&E;
• Flexible, strong inter-cultural skills, excellent written and verbal communication skills.
