Senior Advisor, Monitoring Evaluation and Research , Uganda

PACE seeks a highly qualified candidate for the position of Senior Advisor, Monitoring Evaluation and Research for an anticipated $50 million USAID-funded project for Communication for Healthy Communities (CHC) in Uganda beginning in late 2013. The project will have a strong focus on increasing the adoption of healthy behaviors (including uptake of critical health services) through strengthened health communication for improved health outcomes.

The successful candidate will be in charge of the monitoring, evaluation and research components of this the project. S/he will be responsible for the design and implementation of the Communication for Healthy Communities Learning Agenda. S/he shall also develop monitoring, evaluation and reporting (MER) systems that include appropriate indicators, baseline data, targets and a plan to evaluate performance and produce timely accurate and complete reporting.

The USAID solicitation for this project requires that "a minimum of four out of five key personnel positions for this proposal must be from either Uganda or the East African Region. Countries comprising the East African Region include Uganda, Burundi, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Rwanda, Tanzania, Somalia, and Southern Sudan." RESPONSIBILITIES: 1. Monitoring sub-recipient progress in various health areas; 2. Developing monitoring and evaluation work plans; 3. Liaising with the Research team to develop, implement and monitor a strong impact evaluation research component for HIV, family planning, maternal and child health, nutrition, Malaria and TB studies with a focus on both public and private health sector performance, including study designs, questionnaire development, analysis and dissemination; 4. Monitoring the program’s management information system (MIS) for the public and private sectors; 5. Training country-level researchers and strengthening capacity to design studies, oversee data collection, and analyze results for all communication interventions; 6. Establishing networks of information collection and sharing, and strengthening overall M&E capacity within the country; 7. Monitoring quantitative studies that focus on segment populations, communication activities and evaluate intervention effectiveness; 8. Monitoring qualitative studies through communication concepts, pretest communication strategies, and evaluation of programs; 9. Documenting and disseminating research findings through peer reviewed publications, policy briefs, leaflets and other methods; 10. Providing technical assistance to the research and program teams on using mapping activities to measure coverage for all CHC communication interventions , as well as field activities through mapping; 11. Providing technical assistance to local government bodies and agencies in undertaking joint national assessments; 12. Providing the evidence base for CHC systems and specific interventions within the program and using appropriate means to train country researchers in communicating research results to policy makers; 13. Increasing the capacity of, and providing technical support to local government staff and local partners to build their skills in interpreting research results and using a research-to-action approach to guide programmatic decisions and activities; 14. Developing and implementing a training curriculum to strengthen identified gaps, along with a benchmarked calendar of implementation.

REQUIREMENTS/QUALIFICATIONS:
• Master’s Degree or higher in Public Health, Social Sciences, or other relevant discipline • Minimum eight years working in monitoring, evaluation and research in the public health field, with progressively increasing level of responsibility. Experience working with multiple stakeholders will be an added advantage • Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods • Proven experience in research/study design and implementation, including design and data analysis of quantitative and qualitative studies, rapid appraisals, etc. • Demonstrated hands-on practical experience setting up and managing MER systems for health programs in developing countries. • Familiarity with PEPFAR indicators and reporting requirements • Excellent report writing, analytical and communication skills, including oral presentation skills • Experience in knowledge management and dissemination of research findings.

The successful candidate will exhibit creative, innovative, and strategic thinking ability; excellent oral and written communication, analytical, organizational interpersonal and cross-cultural skills; extensive knowledge of a statistical analysis program; experience in designing different types of qualitative studies and the ability to train, manage and develop capacity within country staff; the ability to work closely with program staff to deliver actionable and insightful research outputs; strong attention to detail; ability to work efficiently and quickly under pressure; a strong interest in private sector approaches to development; and a proven ability to produce results and meet objectives under difficult circumstances
