PACE seeks a highly qualified candidate for the position of Director,
Financial Management and Operations for an anticipated $50 million
USAID-funded project for Communication for Healthy Communities (CHC) in
Uganda beginning in late 2013. The project will have a strong focus on
increasing the adoption of healthy behaviors (including uptake of
critical health services) through strengthened health communication for
improved health outcomes.
The Director Financial Management and operation shall be responsible for the overall financial management and administration of the project. S/he will be responsible for building personnel and systems capacity within the support functions and mentoring senior project team as well as some aspects of programmatic operations. She/he will understand and outline the key functions of the department with reference to current and future needs, volume of work and quality requirements.
The USAID solicitation for this project requires that "a minimum of four out of five key personnel positions for this proposal must be from either Uganda or the East African Region. Countries comprising the East African Region include Uganda, Burundi, Democratic Republic of Congo, Eritrea, Ethiopia, Kenya, Rwanda, Tanzania, Somalia, and Southern Sudan." RESPONSIBILITIES: 1. Management • Direct and mentor the Finance and Operations teams ensuring that they meet required standards of performance; • Strengthen the management skills and capacity of the respective senior supervisory staff to provide effective and efficient oversight of program activities. 2. Finance • Ensure contractual compliance with PACE and donor policies and regulations; • Ensure that internal and external financial reports are of high quality; • Lead the development of program budgets, assist in coordinating work plans; • Lead development of internal control systems; • Manage financial and compliance aspects of sub awards and subcontracts; • Liaise with PSI/Washington accounting departments; • Manage internal and external audits and ensure that audit recommendations are implemented; and • Build capacity among program managers in financial monitoring and budget tracking. 3. Procurement • Ensure compliance with existing procurement policies; • Minimize fraud via active monitoring and close coordination with internal and external audits; • Oversee the procurement function’s international and local procurements, avoiding any stock-outs for PSI products and ensuring rapid turn-around on local purchases; and • Maximize efficiencies and cost-savings. 4. Administration & Logistics • Asset management and maintenance; • Manage all transportation needs, including PSI vehicle fleet; and • Manage office operations (security, generator, cleaners, etc). 5. Programming • Support project senior teams with reporting, project management and new business development as necessary; • Assist the Chief of Party with representational duties as required; and • Contribute actively to the platform’s strategic development. .
REQUIREMENTS/QUALIFICATIONS:
• Master’s Degree in Business Administration, Finance, Accounting or other relevant field, or a Bachelor’s or certified accounting degree with 10 years experience • Minimum eight years experience in administrative and financial management of large-scale, complex, international development assistance programs • Demonstrated supervisory experience • Familiarity with USG financial reporting and compliance requirements • Demonstrated experience and skills in developing and managing large budgets • Proficient in relevant computer applications and databases. The successful candidate will exhibit creative, innovative, and strategic thinking ability; excellent oral and written communication, analytical, organizational interpersonal and cross-cultural skills; ability to work efficiently and quickly under pressure; and an interest in private sector approaches to development. Preference will be given to candidates with proven relevant financial management skills and demonstrated success in managing a diverse work force.
