Food and Agriculture Organization of the United Nations PROFESSIONAL VACANCY ANNOUNCEMENT NO: 729-11-PRJ-TCES Issued on: Deadline For Application: POSITION TITLE: 20 September 2011 11 October 2011 Regional Manager (ECTAD) for East Africa (HPAI, TADs and EIDs) Emergency Operations Service: Asia, Near East, Europe and Special Emergencies (TCES) Emergency Operations and Rehabilitation Division Technical Cooperation Department GRADE LEVEL: DUTY STATION: P-4 Nairobi, Kenya Twelve months (subject to continuity of funds) ** N - Unidentified 1.S.0.1 ORGANIZATIONAL UNIT: DURATION ∗: POST CODE/N : CCOG CODE: O Applications from qualified women as well as from qualified nationals of non-and under-represented member countries are encouraged DUTIES AND RESPONSIBILITIES Under the overall supervision and technical guidance of the FAO Chief Veterinary Officer (CVO)/Chief, Animal Health Service (AGAH); the operational responsibility of the Chief, Emergency Operations Service (TCES); the functional guidance of the FAO Representative in Kenya; in close coordination with FAO animal production and health/livestock development officers in Decentralized Offices (DOs), and the Senior Officer, Infectious Diseases /Emergency Prevention System for Transboundary Animal Diseases (EMPRES) at FAO headquarters, the incumbent will manage and coordinate the regional programme on Transboundary Animal Diseases (TADs) and Emerging Infectious Diseases (EID) in Eastern Africa under the Emergency Centre for Transboundary Animal Disease Operations (ECTAD) . In particular, the incumbent will: lead the decentralized ECTAD subregional unit and participate in the coordination and monitoring of FAO activities and outputs related to TADs and EIDs in the sub-region; act on behalf of the FAO CVO and represent him in close coordination with FAO animal production and health/livestock development officers in the Decentralized Offices (Dos); coordinate with FAO animal production and health/livestock development officers in the Decentralized Offices (DOs) in the design and finalization of regional programmes and regional/country project proposals following EMPRES/ECTAD strategies and structures; coordinate with FAO animal production and health/livestock development officers in the DOs, to monitor the progress of coordination mechanisms being put into place within the UN system to address zoonotic threats, TADs and EIDs; facilitate ECTAD activities and maintain frequent contacts in close coordination with FAO animal production and health/livestock development officers in the Decentralized Offices (DOs) with Regional Emergency Office for Africa (REOA); Livestock Information, Sector Analysis and Policy Service (AGAL); Livestock Production System Branch (AGAS); Office of Corporate Communication and External Relations (OCE); Human Resources Management Division (CSHD); and the Crisis Management Centre–Animal Health (CMC-AH) rapid deployment teams in the region, (when required); inform and coordinate activities, seek guidance from, and develop strategies with, FAO regional livestock/animal health officers in the Dos and maintain direct links with member countries in the sub-region and regional specialized organizations and advise the governments on any technical matters related to their national TADs prevention and control programmes; ensure dissemination of information through the appropriate channels within FAO in order to ensure that the whole Organization conveys a harmonized message on animal health threats and methods for their prevention, detection and control and coordinate the preparation and updating of briefs, speeches, presentations, reports and public information material, and participate in the preparation of press releases, provide RAF, SFE and AGAH at FAO headquarters (EMPRES/GLEWS) with relevant epidemiological information upon request, respond to - or re-direct - requests for information from the public and the press and/or obtain clearance from the FAO CVO on Animal Health related matters and undertake missions and field visits, including participation in CMC-AH rapid deployment teams, when requested; perform other related duties as required. **APPOINTMENT/PROMOTION TO THIS POSITION IS TEMPORARY AS ITS DURATION IS FOR ONE YEAR, WITH POSSIBILITY OF EXTENSION MINIMUM REQUIREMENTS Candidates should meet the following: University degree in veterinary science, supplemented by post graduate degree in a relevant field Seven years of relevant experience in the management of transboundary animal diseases control programmes comprising field, laboratory experience and project management Working knowledge of English SELECTION CRITERIA Candidates will be assessed against the following: Demonstrated knowledge of the livestock sector (including poultry) and animal health sector in Africa and good understanding of animal health diseases including practical work experience (both field and laboratory) in disease management; Proven managerial and coordination skills for large programmes, including ability to develop proposals, mobilize resources and work with multidisciplinary teams in a multicultural setting; Excellent experience in negotiating with international, governmental and similar organizations; Excellent communication skills both oral and written English as well as diplomatic skills; Familiarity with UN or other agencies’ field programmes; ADM213e 06/10 Knowledge of French would be an asset.
