INTRODUCTION The International Programme on the Elimination of Child Labour (IPEC), a programme of the International Labour Organisation, is at present operational in 70 countries worldwide and is supported by some 20 donors. Its objective is the effective abolition of child labour, assisting member States and social partner constituents in designing and implementing policies and programmes to prevent and eliminate child labour in accordance with international labour standards, including a focus on the elimination of the worst forms of child labour as a matter of urgency. IPEC is implemented through national, sub-regional and regional programmes, which include country-based and regional technical cooperation projects. IPEC provides assistance through technical advisory services to ILO constituents for policy and legal reform; training; advocacy; development of tools and methodologies; research and statistical surveys; direct action for the withdrawal, prevention and protection of child labourers; institution and capacity building; and regular sharing of good practice and collection and dissemination of information. It promotes a worldwide movement to advocate for and provide resources to support national action and works through various interagency partnerships and task forces. IPEC partners in a country include the ILO's constituents, who are the Ministries of Labour, employers' and workers' organisations, as well as others concerned in the public, private and voluntary sectors. Recognising that poverty and decent work deficits are among the primary root causes of child labour, IPEC's strategy is to enhance sustainable livelihoods of vulnerable families and communities. This is done through the provision of training for economic empowerment (vocational skills, functional literacy and numeric skills and entrepreneurship), assistance in starting and/or developing self employment (e.g. access to business development and financial services, improvement in productivity and competitiveness, organisation of cooperatives and membership of trade unions) and assistance in obtaining wage employment. Increasing workplace safety and improving working conditions are also key elements of the strategy. The National Livelihood Specialist will be responsible for the development and implementation of high quality and effective livelihoods programming in IPEC project in [CO]. Description of Duties The National Livelihood Specialist of the project will work under the overall supervision of the Chief Technical Advisor (CTA) and in collaboration with other project staff. 1. Develop the technical aspects of the project related to sustainable livelihoods interventions, giving special attention to identifying models and practices that have the most effect in regard to increasing retention and results in education and reduce the incidence and risk of child labour in the target families and communities. 2. Participate actively in planning, design and development of project interventions; provide technical advice, in particular, on the preparation of project work plan and monitoring of the project implementation. 3. Contribute to the development of local economic strategies and plans in line with national and provincial frameworks (identify, in a participatory, evidence-based framework, an economic comparative advantage of the local area); support local institutions in the production Local Economic Recovery (LER) strategies. 4. Responsible for strengthening capacities of local and national business development services and Non-Bank Financial Institutions. 5. Participate in the development of the selection criteria and in the actual selection process of counterparts. 6. Provide technical assistance to the counterparts in preparing technical proposals for interventions, and participate actively in monitoring approved activities once these have been sub-contracted. 7. Advise the implementing agencies in the preparation of technical progress reports; review these reports and propose, as appropriate, necessary corrective actions in regard to delivery as well as technical quality. 8. Under guidance, assess project partners training and capacity building needs and organise and conduct training and workshops with implementing agencies and other related organisations concerning income generation and livelihood opportunities and social services and necessary skills development and training efforts to address the economic root causes of child labour. 9. Provide technical assistance and training to the project team, government, workers' and employers' organisations, NGOs, and the National Committee. 10. Contribute to the preparation of the Terms of References for research, consultants, and service contracts; identify partner institutions or experts; analyse and select proposals; and ensure its implementation. 11. Maintain collaboration with national and municipal authorities, workers' and employers' organisations and NGOs as well as with international agencies and the national community of practice in the field of promotion of sustainable livelihood of families, to ensure that the project activities benefit from the best and newest thinking in this field. 12. Prepare, according to the formats, technical reports on activities (workshops, forums, etc...) on project progress as well as evaluation reports when requested. 13. Required Qualifications | |||||||||||||||||||||||||||||||
Education Advanced university degree / first level degree with two years relevant experience degree in economics, statistics, management, social science or related field. Specialisation or formal training in business development, finance, employment or training. | |||||||||||||||||||||||||||||||
Experience At least three years experience at the national level in design and implementation of livelihood development projects that include components of vocational training, income generation, enterprise development, youth employment, business management, and social protection. Experience in working successfully with government ministries engaged in promoting improved livelihood for households and the provision of social services, as well as experience in working with workers' and employers' organisations, community-based organisations and relevant private sector entities. Competencies Good understanding of child labour and related social issues Ability to apply the tools of strategic planning, monitoring and evaluation.
