INTRODUCTION The International Programme on the Elimination of Child Labour (IPEC), a programme of the International Labour Organisation, is at present operational in 70 countries worldwide and is supported by some 20 donors. Its objective is the effective abolition of child labour, assisting member States and social partner constituents in designing and implementing policies and programmes to prevent and eliminate child labour in accordance with international labour standards, including a focus on the elimination of the worst forms of child labour as a matter of urgency. IPEC is implemented through national, sub-regional and regional programmes, which include country-based and regional technical cooperation projects. IPEC provides assistance through technical advisory services to ILO constituents for policy and legal reform; training; advocacy; development of tools and methodologies; research and statistical surveys; direct action for the withdrawal, prevention and protection of child labourers; institution and capacity building; and regular sharing of good practice and collection and dissemination of information. It promotes a worldwide movement to advocate for and provide resources to support national action and works through various interagency partnerships and task forces. IPEC partners in a country include the Ministries of Labour, Ministry of Education, employers' and workers' organisations, as well as others concerned in the public, private and voluntary sectors. Experience shows that it is not enough to simply remove the children from work. They and their families should be provided with viable alternatives; most commonly and depending on the age and circumstances children require access to education or skills training. IPEC has acquired substantial experience of work with the education sector. This has included: Work with Ministries of Education and Ministries of Labour to develop policies and programmes that help to tackle child labour and remove barriers to schooling. Supporting action programmes that provide services to children enabling them to return to education. Providing inputs to teacher training activities and curriculum development. Preventing children dropping out of school by providing services and supporting inclusive education strategies and quality education. Non formal education initiatives that provide pathways back into education. Providing skills training for adolescents including informal apprenticeships, and building linkages between skills training and future livelihoods opportunities. Support to after-school programmes and community learning centres, enhancing the educational and recreational opportunities for children. Integrating information on child labour within school curricula and teacher training. Support for community learning centres that support provision of non formal education and broader community support. Work with teachers' organisations, whose members are often well placed to support action against child labour. Developing and disseminating awareness raising materials on child labour and education. Description of Duties The National Education Specialist of the project will work under the overall supervision of the Chief Technical Advisor (CTA) and in collaboration with the other project staff. 1. Supervise, coordinate and guide the implementing agencies on education and child labour issues related to the project. 2. Design surveys to help partners in identifying children at risk and those in need of education/training. 3. Support implementing agencies in identification of children's education and skills training needs and design of age appropriate interventions. 4. Identify and adapt training material to the national context and provide guidance to education personnel, including those in schools, non formal education centres, and training institutions. 5. Support partners to work closely with guidance officers/social workers for the welfare of children returning to school. 6. Provide regular advice to implementing agencies on education related issues. 7. Monitor and expedite programme implementation through field visits, progress reports and interaction with other project staff and report on progress in the field. 8. Participate in workshops and seminars and prepare reports, training materials and presentations. 9. Coordinate with relevant Government Departments on all matters related to the programme/projects. 10. Participate in relevant education networks, supporting efforts to integrate attention to child labour in education policies and promote ILO positions. 11. Assist the CTA to ensure timely submission technical reports, i.e. collect information, draft, etc. and prepare quarterly progress reports on project activities. 12. Required Qualifications | |||||||||||||||||||||||||||||||
Education Advanced university degree / first level degree with two years relevant experience degree in education, social sciences, economics, development studies and/or related fields or the equivalent in work experience (five years in addition to the required experience defined below). | |||||||||||||||||||||||||||||||
Experience At least three years experience at the national level in managing and implementing social development programs , in particular, on education and child labour issues. At least three years experience in basic education projects in the field in areas including student assessment, teacher training, educational materials/curriculum development, education management, and education monitoring and information system. Experience in working successfully with Ministry of Education, network of educators, employers' and workers' organisation. Experience at the national level. Acquaintance with social/educational environment at the local level with a speciality in child labour as an advantage. | |||||||||||||||||||||||||||||||
Languages Working knowledge of English. Fluency in Amharic would be an advantage. | |||||||||||||||||||||||||||||||
Competencies Strong familiarity with current issues on child labour and education is an important pre-requisite for the position. Good understanding of the special educational needs of children withdrawn from child labour, and/or experience working with the target population. Proven ability to plan and implement comprehensive education interventions and prepare technical reports of high quality. Good knowledge of the basic education sector, education policy and planning in Ethiopia. Good communication skills, both written and verbal. Strong interpersonal skills and ability to work with diverse groups (governmental departments, non-governmental groups and research institutions) in various parts of the country. Capability to guide and co-ordinate the work of external collaborators and implementing partners. Good inter-personal skills and ability to maintain good working relations within and outside the Office and work in a team. Ability to work under time pressure and meet deadlines. Knowledge of and ability to use computers including Microsoft Office applications.
