Job Purpose: This position arises at an important time for the organisation, as new programming in North Kivu comes on line, and as the Country Team begin developing the new Strategic Plan for the coming four year period. The primary role of the Goma based Area Manager (AM), is to oversee the management of programmes in North Kivu. The position is central to the organisations operations and the post holder will be the organisation’s main contract for Concern’s relationships in Eastern DRC, and will have the core role of supporting the team to enhance programme delivery according to well established systems and procedures.
Main duties & Responsibilities: Programme
•Manage and develop programmes and evaluate their progress against agreed objectives, including current humanitarian programming in Masisi territory, as well as subsequent humanitarian and recovery interventions. •Coordinate and lead research and feasibility studies. •Ensure programme quality adheres to Concern and other agreed standards. •Assist in ensuring community participation and collaboration in programmes. •Provide support and technical advice to programme staff •With the programme tram, research, plan and develop new programme proposals. •Monitor and support programme staff to manage expenditure and budgets and ensure resources are optimally utilized and spending is in line with Concern financial procedures and Donor requirements. •Monitor programs regularly and support programme managers to monitor progress against objectives. •Prepare progress reports and support programme managers in the elaboration of reports for submission to Concern and donors. •Liaise with NGOs and local authorities and ensure effective communication between team members, local government technical departments, other local authorities and other NGOs in program areas. •Develop positive relationships and where appropriate, support the development of partnership agreements/ Memorandums with local organisations, community representatives and local authorities.
•Together with the Country Management Team, identify areas for extension of programs and the development of possible areas of new interventions according to the Country Strategic Plan
Admin, Finance, Logs and HR Systems
•Oversee the management of national and international staff in the province •With the support of the Logistics and Administration Coordinator, oversee day-to-day logistics, administration and security issues relating to North Kivu and Maniema operations •Ensure the implementation of admin, finance, human resource and logistics systems in line with organizational policy and best practice; •Develop and implement appropriate reporting systems. •Oversee staff training and development plans in line with Concern policy and programme needs. •Take overall responsibility for human resource planning and local staff recruitment; •Support the implementation of Concern’s performance and development review system •Support the aims of Concern in terms of accountability, including commitments of the organisation in relation to HAP (Humanitarian Accountability Partnership. •Adhere fully to the commitments and rules laid out in the Programme Participant Protection Policy (P4) and Code of Conduct, including respecting confidentiality. •Report to the appropriate manager, any suspected or actual violation of the P4 and Code of Conduct – an obligation of all staff members
Security and Representation
•Ensure that the local security procedures are up to date and Standard Operating Procedures are being followed in line with the Country SMP (Security Management Plan) and Concern policy. •Represent Concern with local authorities and/or other members of the international humanitarian community; •Ensure that all staff are aware of and adhere to SMPs
Person specification: Essential
•Third level qualification in humanitarian assistance, development studies or a related filed
•Minimum of two years overseas experience, working for an international NGO in a managerial capacity, preferably in Africa •Prior experience of managing programmes in a conflict environment •A conceptual and practical understanding of the livelihoods security framework •Experience in programme design and research •Experience in managing a diverse team composed of Nat’l and Int’l staff in an a complex working environment •Experience in personnel and budget management •Specific area of expertise should be ability to plan, implement new programmes, write proposals and reports as well as coaching and mentoring.
Desirable
•Experience of broader livelihood and capacity building programmes •Experience of planning and implementing emergency response programmes •Training experience •Experience of working with local partners
