Program Director, Livelihoods, Mining, and Governance Program Eastern Democratic Republic of the Congo
Position Summary: The Program Director will be responsible for managing and providing the technical direction for a livelihoods / mining project whose underlying purpose is to bring economic stabilization and stability to eastern DRC. Pact would also be interested in candidates who could contribute to concepts notes and proposals to support program design.
Specific Duties and Responsibilities:
• Provide high-quality technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality; • Remain appraised of current good practices and developments in livelihoods, mining, and conflict mitigation programming, in order to ensure program quality and impact; • Formulate and guide the implementation of the project based on the project description and program targets. • Oversee team managers for technical, finance, grants, and monitoring and evaluation units. • Develop staff capacity and technical knowledge. • Lead the development of annual workplans and other planning documents, including the development of corresponding activity budgets. • Track progress of activities against workplan and spending against project budgets. • Coordinate donor and organizational reporting per requirements and as requested; and ensure quality of project data and all narrative reports. • Oversee project reviews and evaluations and ensure timely utilization and dissemination learning for continual improvement of project activities and overall strategy. • Represent Pact and the project in relevant meetings with stakeholders, including partners, donors, and government, and in external forums related to the project and its goals. • Participate in organizational Communities of Practice related to the project focus.
Qualification, Education and Experience Requirements:
• Experience in a technical role for a complex or national program involving multiple actors; • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast paced environment; • Ability to perform and prioritize multiple tasks; • Ability to provide the financial management and oversight necessary to successfully execute a large-scale program; • Proficiency in word processing, spreadsheets and database skills; • Strong oral and written communication skills; • Experience working on programs that address women’s rights, physical security, and access/rights to land preferred; • Master’s degree preferred in international relations, political science, or related field preferred; • Ten years of relevant technical experience working on governance, livelihoods, and/or conflict mitigation issues required; • Experience dispersing grants preferable. • Experience in highly complex political climates required; • Five to seven years of experience managing professional staff preferred. • Prior experience as Chief of Party, Country Director or Program Director required; • Extensive knowledge of livelihoods, mining, and governance issues in the Great Lakes Region preferred; and • Written and spoken fluency in French and English required; Knowledge of Swahili preferable.
