INTRODUCTION The International Programme on the Elimination of Child Labour (IPEC), a programme of the International Labour Organisation, is at present operational in 70 countries worldwide and is supported by some 20 donors. Its objective is the effective abolition of child labour, assisting member States and social partner constituents in designing and implementing policies and programmes to prevent and eliminate child labour in accordance with international labour standards, including a focus on the elimination of the worst forms of child labour as a matter of urgency. IPEC is implemented through national, subregional and regional programmes, which include country-based and regional technical cooperation projects. IPEC provides assistance through technical advisory services to ILO constituents for policy and legal reform; training; advocacy; development of tools and methodologies; research and statistical surveys; direct action for the withdrawal, prevention and protection of child labourers; institution and capacity building; and regular sharing of good practice and collection and dissemination of information. It promotes a worldwide movement to advocate for and provide resources to support national action and works through various interagency partnerships and task forces. IPEC partners in a country include the ILO's constituents, who are the Ministries of Labour, employers' and workers' organisations, as well as others concerned in the public, private and voluntary sectors. The Chief Technical Advisor (CTA) will ensure an effective coordination of the implementation of these projects through timely provision of inputs, effective oversight and supervision of all project staff in target country/ies, collaborators and implementing partners, timely and efficient delivery of outputs, and monitoring and evaluation of the project activities, in conformity with ILO policies, project strategies, programming guidelines and administrative and financial procedures. | |||||||||||||||||||||||||||||||
Description of Duties The CTA works under supervision of the Director of the ILO Office in Addis Ababa and the technical guidance of IPEC HQ and the regional child labour specialist. The CTA supervises the country team in Ethiopia which consists of National Programme Officer, National Livelihood Specialist, National Education Specialist, National Monitoring and Evaluation Officer, supported by national finance/administration assistants, field coordinators and drivers. 1. Assume full responsibility for cooperation and coordination with the concerned government(s) and the employers' and workers' organisations, other UN agencies, non-governmental organisations, representatives of the target groups and the donors, in the planning and implementation of activities under the project. 2. Oversee the design, monitoring, evaluation and reporting of project activities, and ensure effective co-ordination of different elements and interventions in order to ensure the timely and effective implementation of the overall project. 3. Strengthen the capacity of the relevant constituent and partner organisations, communities and families to combat child labour through active participation in social and civil society dialogue. 4. Develop or integrate with, the broad-based national strategic framework for the elimination of child labour, including identification of training needs and mobilisation of the necessary human and financial resources. 5. Establish and develop information systems covering ILO technical activities under the project and economic and social issues of relevance to the projects; prepare periodic and ad hoc reports on the status of programme planning and implementation; and establish coordination with concerned ILO departments and programmes. 7. Organise training workshops and meetings for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities of relevant officials to deal with issues of child labour. 8. Organise fora and develop knowledge sharing tools designed to forge partnerships, share good practices and foster sub-regional networks of government policymakers, trade union organisations, employer's organisations and civil society organisations to combat the worst from of child labour. 9. Liaise with the UN Country team(s) to promote ILO's values within UN initiatives, increase the projects' visibility and facilitate the scaling-up of the project's interventions. Ensure effective coordination with a range of relevant national policies and the strategies of various projects, including those being undertaken by other agencies or in complementary fields of activity. - Managerial duties (if applicable) Plan, organize, supervise and monitor the work providing technical cooperation services. Allocate work to staff, assign staff to particular programmes, control the quality of output, and evaluate the work performed by the staff. Provide new staff with guidance and training. Education Advanced university degree / first level degree with two years relevant experience (in addition to the experience stated below) in economics, management, social science or a related field. | |||||||||||||||||||||||||||||||
Experience - At least ten years' experience in the management of technical cooperation activities in a senior level position, of which at least five years of which at the international level, this includes field experience in leadership role in implementation of projects, preferably in the fields of child labour, livelihood, gender, or development. Familiarity with ILO policies and procedures. and experience in the development of transitional, formal, and vocational education programs for children removed from child labour would be an asset. Experience including experience working with officials of ministries of labour and/or education would be an advantage. | |||||||||||||||||||||||||||||||
