The World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are currently seeking qualified individuals for the position of Programme Officer P2, which will be based in the Regional Bureau Support Unit, within the Operations Management Office at our Headquarters in Rome, Italy.
The Programme Officer will report to the Senior Programme Officer and assist in the following key duties:
- Support the management of WFP’s Programme Review Committee (PRC) and its System for Project Approval (SPA);
- Participate in, and draft notes for the record of, PRC meetings;
- Oversee the maintenance and updating of the project tracking system to monitor the various stages of project preparation;
- Review project documents prior to final clearances, identifying any outstanding inconsistencies;
- Draft and support the quality standard function for operation related briefing materials, agreements, directives and correspondence submitted to the Deputy Executive Director (DED) & Chief Operating Officer (COO);
- Support WFP’s involvement in the Consolidated Appeals Process (CAP), working in close collaboration with relevant partners;
- Participate in the provision of centralized administrative support to WFP Regional Bureaux and Country Offices;
- Contribute to the formulation of management responses to evaluation and internal and external audit findings;
- Organize and participate in high-level internal and external meetings;
- Represent the Unit in operational working groups, committees and task teams as required;
- Perform other related duties as required.
Qualifications & Experience Required Education:
- Advanced university degree in Political Science, International Relations/Development, Development Economics or other relevant fields.
Experience:
- At least 3 years of postgraduate progressively responsible professional experience in international development, government aid programmes or other related fields;
- Experience in a developing country, preferably in the area of food assistance, humanitarian aid or development.
Technical Skills & Knowledge:
- Proficiency in MS Office (Word, Excel, Powerpoint, Outlook) and other standard WFP software packages and systems;
- General knowledge of UN system policies, rules, regulations and procedures is considered a plus.
Competencies:
- Excellent written and oral communications skills;
- Ability to plan and organise work programme with minimum supervision;
- Excellent cognitive/analytical skills with ability to analyse complex problems and propose workable solutions;
- Capacity to conceptualise issues, think in abstract terms and analyse numerical data;
- Ability to extract pertinent information from relevant sources;
- Ability to respond quickly to emergencies with a solution or decision;
- Ability to actively seek information and opinions of client to understand their requests and identify needs and expectations;
- Good interpersonal skills with ability to work harmoniously with people of different national and cultural backgrounds.
Language:
- Working knowledge (proficiency/level C) of English and intermediate knowledge (level B) of another UN official language (Arabic, French, Spanish, Russian or Chinese) or Portuguese (one of WFP’s working languages);
- Knowledge of French or Spanish is desirable.
Terms and Conditions Selected candidates will be employed on a fixed-term contract with a probationary period of one year.
