Effective with the release of this position announcement, Winrock International is seeking applicants for the position of Deputy Chief of Party for an anticipated US Agency for International Development (USAID) Community-based Forest-management program in Zambia. This is a multi-year program to support the Government of the Republic of Zambia to address the drivers of deforestation and degradation and strengthen forest management in the Eastern Province of Zambia. The responsibilities, duties, and qualifications are described in the attached position description.

POSITION TITLE: Deputy Chief of Party LOCATION: Zambia UNIT: Forestry & Natural Resource Management REPORTS TO: Chief of Party (COP)
PROGRAM SUMMARY: Winrock is seeking a Deputy Chief of Party for an upcoming USAID-funded program in Zambia. The Community-based Forest-management program (CFP) will be a key component of USAID/Zambia’s Global Climate Change (GCC) program under the Presidential GCC Initiative. The CFP will strengthen the Government of Zambia’s Reducing Emissions from Deforestation and Degradation (REDD+) strategy, by using a range of approaches to more effectively and sustainably manage forested areas through integrated forest planning and active community engagement.
ESSENTIAL RESPONSIBILITIES: The Deputy Chief of Party will assist the Chief of Party in technical leadership and management of the program; oversee and provide technical expertise in program planning and implementation; and handle administrative and supervisory responsibilities as specified by the COP. These functions will be done in coordination with the Winrock home office, including the program Technical Manager, Accounting, Contracts, Procurement, and other departments. The DCOP will assist in the supervision of selected personnel in the program including a Senior Accountant, M&E Specialist, Communications Advisor and others.
OTHER RESPONSIBILITIES: • Supervise all program operations and administrative staff and report directly to the COP. • Oversee all logistics and day-to-day management of the program, including financial management, human resources, and program implementation. • Ensure that procedures are developed and that the program is in compliance with USAID regulations related to contracting, procurement, travel, etc. • Communicate and coordinate with program staff on technical and administrative issues, program implementation, work plans, and budgets. • Ensure appropriate implementation of program strategy and strict adherence to USAID rules and regulations. • Contribute to technical direction and activity implementation in areas agreed upon with the COP. • Work with the COP and other team members to link individual program components to the overall objectives. • Serve as acting COP when the COP is away from post. • Carry out other tasks as designated by COP. • Complete other tasks as assigned by Winrock.
QUALIFICATIONS AND BACKGROUND:
Education: Master’s degree in a field related to international development, financial management small enterprise development, and/or natural resources management.
Experience: Minimum of 10 years experience working on donor-funded projects in a related role with proven supervisory and management experience.
Proven expertise in financial management, budgeting, and procurement;
Well-versed in USAID regulations and procedures.
Prior experience working in East Africa; Zambia preferred.
Background in forestry and/or natural resources management.
Skills: Computer skills (word-processing, spreadsheets, and databases) are required.
Strong leadership skills, gender sensitive, and proven track record of working successfully in a variety of cultural context.
Excellent interpersonal skills.
Fluency in English is required. Expertise in local language is preferred.
Strong managerial skills, including well developed skills in managing complex institutional relations and interactions among a variety of entities.
