Coastal, Marine and Island Specific Biodiversity Management in Comoros, Kenya, Madagascar, Mauritius, Seychelles, Tanzania

Objectives of the role:
The European Commission is looking to implement a five year programme aimed at developing and strengthening national and regional capacity to manage the direct and indirect use of coastal, marine and island-specific ecosystems towards the sustainable conservation of biodiversity.
The EDF Monitoring and Evaluation Specialist will monitor and provide oversight to the programmes overall and specific objectives, as well as to Programme Estimates for the project. DAI is searching for candidates with this experience in sustainable development and management of natural resources projects in Sub-Saharan Africa and ACP countries. Specific experience in Comoros, Kenya, Madagascar, Mauritius, Seychelles, Tanzania would be an advantage
Length of the project: 5 years (indicative)
Location: Mauritius
Start Date: end of 2013 / beginning of 2014
Duties and Responsibilities:
· Strengthen capacity of the Programme Implementing Unit (PIU) in Programme Estimates formulation, implementation and monitoring for EC funded programmes
· Conducting training and capacity building activities for finance, accounting and procurement staff in EDF funded projects
Key Skills and Qualifications:
- At least 10 years’ experience in projects/programmes preparation, appraisal, implementation and monitoring and evaluation systems, including at least 2 years in developing countries;
- At least 5 years’ experience in monitoring and evaluation of EU or equivalent technical assistance projects;
- Experience in the EU's project cycle management and logical framework approach;
- Experience in monitoring and evaluation methods and approaches (including quantitative, qualitative; and participatory)
- Previous work experience in Sub-Saharan Africa would be an asset;
- Experience of EDF finance and contracting procedures
- Previous experience in preparation of programme estimates for EDF projects is considered an advantage
Education:
- An appropriate higher Degree in evaluation, development, business or relevant field
- Fluency in English and French is required (both oral and written)
