Sector Leader Water, Sanitation and Hygiene (WASH)
Based in Juba, South Sudan

WASH in SNV South Sudan sector focuses mainly on increasing access to and use of sustainable and equitable safe water, sanitation and hygiene services. SNV’s four pronged approaches are crystallized into programmatic areas such as Functionality of rural water supply services, Sustainable Water Supply Services in Small Towns and Peri-Urban areas, Sustainable Sanitation and Hygiene for All, and WASH in schools and are a blend of technical and governance aspects of WASH services. We work with local governments, other development organizations and communities to ensure functionality of water points, sustainable sanitation, as well as improved water, sanitation and hygiene facilities in schools.
SNV South Sudan is currently implementing a multi-year UNICEF Funded project targeting the four result areas outlined above.
To Coordinate and steer the South Sudan WASH sector, we are looking for a highly experienced processional to take the position of Sector Leader, WASH.
Key Responsibilities
- Provide strategic direction and content leadership to optimize development results and resources diversification
- Conceptual development of sector programmers , including identifying and defining interventions and opportunities, lead on innovations and craft this into practice
- Leads country WASH sector Business Plan development and oversee implementation in order to ensure outstanding results and a high level of quality in WASH;
- Lead in BD and securing funding by generating country level sector information and conducting quality assurance checks for proposals;
- Oversees implementation of projects and programmers working closely with the Country Director and Sector Leaders Agriculture for synergies between sectors;
- Outlines and implements sector oriented performance standards and benchmarks at Country level to ensure high quality of performance in WASH;
- Maintains relationships with relevant stakeholders including partners and customers to improve and retain the market position of the WASH sector;
- Stimulates internal and external knowledge exchange geared at practice development;
- Works closely with the country HR and sector HR advisor for WASH to ensure continuous professional development of staff by providing advice on recruitment, mobility and learning and development plans
- Ensure proper integration of governance, gender issues in SNV advisory services gearing towards tangible results and impact;
Candidate Profile
- Masters’ Degree or equivalent in related field;
- 8-10 years of experience in WASH or Water Resource Management including 5 years as senior expert (advisor or consultant). Experience in post conflict context in Africa; prior working experience in South Sudan is an added advantage
- Proven track record in WASH in a competitive context, including advisory work and knowledge development;
- Sound experience within knowledge development, organizational learning and innovation Comprehension of WASH approaches and concepts;
- Knowledge of public sector service planning, delivery and management;
- Knowledge of good governance practices and approaches dealing with gender-sensitive, social inclusion and empowerment principles;
- Proven experience of working with multi-disciplinary and multi-national team;
- Evidence of producing knowledge products
- Track record of generating resources and preparing funding proposals for WASH projects/programs.
- Strong speaker, writer and debater with experience in profiling in an international setting;
- Entrepreneurial, result-oriented and driver for change;
Contract Duration: Two years with a possibility of extension.

Information on duty station
Non-family station: SNV South Sudan is a non-family duty station where housing, food and security is provided for international staff; RnR travel and leave is provided every 12 weeks to the country of family residence, in addition to annual leave days;
Medical facilities: Healthcare facilities in South Sudan are inadequate for treatment of major illnesses. Daily connections to Uganda and Kenya enable access to higher standard medical services. Diagnostic and prescription services are reliable for malaria, typhoid and other common infectious diseases.
Security situation: Improving political situation and stability and no direct security threats; low to moderate criminality levels; SNV is part of the security information circuit of the UN (UNMISS) that transmits by email daily security alerts and road safety information to subscriber.
Accessibility: Juba is connected to Addis, Nairobi, Entebbe and Khartoum once or twice daily. SNV is subscribed to WFP, UNMISS and MAF air services to numerous airstrips in more remote locations. Rainy season travel is restricted to all weather roads only; Duty stations in country are optimized for easy access to project areas.
Communication: SNV has satellite internet access in Four locations; five mobile networks offer adequate coverage in most major settlement areas; SNV provides Thuraya satellite phones for rural travel and two-way radio communication on vehicles.
