The overall goal of the ‘Open Health Initiative’ is to contribute to the im provement of reproductive, maternal, newb orn, and child health and ultimately the a chievement of the MDGs 4 and 5 within the EAC Partner States. The Open Health Initiative aims to build on the great momentum surrounding the MDGs, and then importantly, continue to accelerate progress in countries past the 2015 MDG deadline.
The objectives of the EAC’ s Open Health Initiative are to promote innovative interventions and enhance access to data and information for better esults, better tracking of resources, and str onger oversight of results and resources for women's and children's health nationally a nd regionally within the EAC Partner States.

OPEN HEALTH INITIATIVE

Main Purpose of the Job:
In support of the Open Health Initiative, a regional Initiative in the Pa rtner States to improve reproductive, maternal, newborn, and child health (RMNCH), this position will be tasked with developi ng and maintaining an EAC regional online health data, knowledge, and information platform along with the accompanying e-health and informatics applications and analysis.
Duties and Responsibilities:
1. Ensure regular EAC regional health data and information dissemination
mechanisms and the re levant applications are functioning and ket up-to-date;
2. Oversee the development of an accessible and user-friendly regional online platform to collect vital documentation, tracking, and contacts within the Partner States;
3. Provide frequent and relevant updates once the website is complete;
4. Support countries to create a common coding of all RMNCH indicators and various health statistical data and information across the EAC region;
5. Facilitate the analysis and dissemination of RMNCH indicators in the region;
6. Provide the Regional and National Level Open Health Initiative Officers within the Ministries of Health in the Partner States with technical e-health support as needed;
7. Support e-health units in EAC countries with the development and implementation of national e-health strategies as needed;
8. Support and implement the EAC to develop a regional e-health strategy;
9. Implement Council decisions and prepare progress and annual reports; and
10. Promote positive corporate culture and image of the EAC.
Qualifications and Experience:
A basic degree from a recognized university along with a Master’s degree either Computer Sciences or Information Technology and at least three (3) years hands-on work experience in software applications development, database programming and management.
The candidate will also possess:
• A wide knowledge of transactional databases (e.g: MySQL, SQL Server, SQLite)
• Stored procedure programming
• Database analysis and mapping
• Various e-Health and informatics applications
• HealthMapping at the international, regional or national levels in either the public sector or development organization
Skills and Competences:
Excellent management and organizational skills, ability to handle multiple tasks without compromising quality; team building skills; strong monitoring and evaluation skills; excellent interpersonal and communication skills; negotiation skills and ability to work independently in a diverse environment; proven public health technical and analytical capabilities and research skills; excellent drafting and report writing skills.
Terms and Conditions of Service:
This is a non-established position supported by donor funds whose contract terms and conditions are limited to the availability of funding.
The above position will be subjected to the EAC quota system.
