General Qualifications:
- a solid and diversified experience in the specific field of expertise needed, including experience in evaluation of projects
- experience in the Sub-Saharan Africa region
- full working knowledge of English, and excellent report writing skills
- fully conversant with the principles and working methods of project cycle management and EC aid delivery methods.
University Education
Special features:
- The expert should possess a sound level of knowledge and experience in Urban Water and Sanitation sector in Sub-Saharan Africa including expertise in Institutional / Organisation/ Human Resources Management issues. He/She must demonstrate extensive and relevant experience (minimum 10 years) in utility management and/or financing and commercialisation, design and planning of institutional set up, human resources development strategies, training, capacity development.
- Good knowledge of Project evaluation methods and techniques. The Expert must have conducted at least five (5) project/programme evaluations of similar nature.
- The expert should be able to complete coverage of the different aspects of the two projects evaluation (evaluation methods and techniques) as set out in these terms of reference, including cross-cutting issues (especially gender issues).

A total of 44 working days (32wd in Tanzania and 12 home-based)
