REDD+ Institutional and Policy Specialist
Effective with the release of this position announcement, Winrock International is seeking applicants for the position of REDD+ Institutional and Policy Specialist for an anticipated US Agency for International Development (USAID) Community-based Forest-management program in Zambia. This is a multi-year program to support the Government of the Republic of Zambia address the drivers of deforestation and degradation and strengthen forest management in the Eastern Province of Zambia. The responsibilities, duties, and qualifications are described in the attached position description.

POSITION DESCRIPTION
POSITION TITLE: REDD+ Institutional and Policy Specialist
LOCATION: Zambia
UNIT: Forestry & Natural Resource Management
REPORTS TO: Chief of Party
PROGRAM SUMMARY:
Winrock is seeking dynamic REDD+ Institutional and Policy Specialist candidates for an upcoming USAID-funded program in Zambia. The Community-based Forest-management program (CFP) will be a key component of USAID/Zambia’s Global Climate Change (GCC) program under the Presidential GCC Initiative. The CFP will strengthen the Government of Zambia’s Reducing Emissions from Deforestation and Degradation (REDD+) strategy, by using a range of approaches to more effectively and sustainably manage forested areas through integrated forest planning and active community engagement.
ESSENTIAL RESPONSIBILITIES: • Contribute to national and regional policy dialogues regarding Zambia’s developing REDD+ program including advising policy makers, ensuring social and environmental safeguards are in place, and contributing to the development of financial mechanisms. • Coordinate research, policy analysis and collaborative dialogue among various stakeholders. • Build collaborative relationships with Government authorities, private sector, civil society stakeholders and other development partners involved in REDD+. • Explore opportunities with Government authorities to support development of a governance framework for REDD+. • Implement identified cooperation opportunities with Government authorities, NGOs and/or the private sector. • Develop and implement robust, transparent mechanisms that equitably, efficiently and cost effectively deliver benefits to key stakeholders, including indigenous peoples and forest-dependent communities. • Maintain networks and manage relationships with partners, policy makers and other stakeholders. • Prepare reports, memos, presentations, and lessons learned, as needed.
QUALIFICATIONS AND BACKGROUND:
Education: Advanced degree in natural resource economics, political science, environmental law, sustainable development, or other relevant field.
Work Experience: Minimum 3 to 5 years working experience or a combination of education and experience with international projects in the field of economic development, natural resources management or forest protection.
Working experience in REDD+ development either at the project level or within the context of programmatic design.
Experience in capacity building on REDD+, natural resource management or climate change with the Government of Zambia.
Familiarity with Monitoring Reporting and Verification and mitigation action following the principle of common but differentiated responsibilities.
Skills: Technical understanding of REDD+ and basic understanding of the concept of reference emission levels.
Knowledge of Zambia’s forest and natural resource sectors and climate change policies, laws, development and management issues is highly desired.
Experience working in the forest, natural resource and climate change sectors, especially related to financial and incentive mechanisms.
Good understanding of institutional framework and forest governance structures in PNG at national, provincial and local level
Must be comfortable working across Ministries and departments in the Government of Zambia.
Demonstrated and proven record working in a multidisciplinary team under changeable and complex circumstances.
Excellent management, communication, and organization skills are required.
Computer skills (word-processing, spreadsheets) are required.
