Objectives of the role:
The European Commission is looking to implement a five year programme aimed at developing and strengthening national and regional capacity to manage the direct and indirect use of coastal, marine and island-specific ecosystems towards the sustainable conservation of biodiversity.The Team Leader will lead a Technical Assistance Team that will support the Programme Implementing Unit (PIU) as well as provide advice and expertise to the beneficiary countries (Comoros, Kenya, Madagascar, Mauritius, Seychelles, Tanzania
Length of the project: 5 years (indicative)
Location: Mauritius
Start Date: end of 2013 / beginning of 2014
- Advising and working closely with the PIU to implement the overall programme;
- Advise and provide expertise on policy development and sustainable institutional frameworks for sustainable use of biodiversity;
- Support the institutional development of regional, national and community level decision-makers in managing the use of coastal, marine and island specific biodiversity
- Training and Capacity building to various levels of stakeholders on biodiversity management
- Oversee the implementation of a calls for proposals for encouraging the private sector and non-state actors in contributing towards improving knowledge of biodiversity in the region
- Organising the steering committee meetings, conducting progress meetings and ensure regular reporting
- Conducting appraisals for staff and awarding performance incentives
- Organising inputs from short-term and long-term experts
Key Skills & Qualifications:
- A minimum of 10 years’ experience working on EC projects in related fields
- A minimum of 5 years’ experience working as a Team Leader on Energy & Environmental projects, Coastal Management projects would be highly preferable
- Proven project and staff management experience
- Experience in Eastern and Southern Africa and/or Indian Ocean would be a distinct advantage
- Fluency in English and French is required (both oral and written)
Education:
- Advanced Degree in Natural Science, Biology, Coastal Resources Management or related field
- PhD in Coastal Zone Management, Fisheries or Fishery Biology would be preferable
