PATH is seeking an Innovations Fund Manager for the Human Development Innovation Fund (HDIF), a United Kingdom Department for International Development (DFID) funded program in Tanzania aiming to drive innovative approaches to improving the quality, value for money and sustainability of basic services in the education, health and water and sanitation (WASH) sectors. Based in Dar es Salaam, this individual will be responsible for leading HDIF activities in developing and managing fund granting mechanisms. The innovations specialist will report to the Project Director and will be responsible for the following key activities:
- Drive the innovation portfolio forward by motivating and facilitating partners and stakeholders to embrace programming and technology innovations.
- Provide technical oversight to the granting process, identifying potential grantees and inviting them to apply for financing as well as providing technical review of grantee proposals.
- Liaise with DFID Tanzania, host government counterparts, local organizations, other stakeholders and program partners to support the establishment of a culture of innovation with health, education and WASH sectors.
- Manage the competitive selection process and ensuring that it is performed in an open, transparent, and competitive way.
- Broker partnerships and mentoring relationships between grantees and a wider network of private-sector health, education and WASH actors in Tanzania.
- Develop and implement a portfolio management process to actively manage investments and enhance their probabilities of success.
- Work closely with the grant manager to ensure on-time completion of all grantee deliverables and reports.
- Understanding of the role of the private sector in delivering health outcomes in Tanzania.
- Excellent communication and interpersonal skills.
- Demonstrated ability to manage individuals and organizations in the implementation and evaluation of grant funded projects.
- Well-organized with attention to detail.
- Fluency in English required and Kiswahili or other local language desired.
- Masters in Business Administration and/or Masters or PhD degree in a related field.
- A minimum of 5 years experience in related program management.
- A minmum of 3 years experience in the selection, oversight and monitoring and evaluation of donor funded grants.
- Successful development and implementation of a portfolio management process.
- Experience working with health, education, and/or water and sanitation preferred.
