Project Background and description
In close cooperation with the Ministry of Disaster Management and Refugee Affairs (MIDIMAR) and other relevant national counterparts, IOM has been implementing the Programme ‘Enhancement of socio-economic reintegration opportunities for Rwandan returned refugees and other vulnerable groups’ since March 2010. While contributing to Rwanda's poverty reduction strategy, the project aimed at promoting and enhancing socio-economic opportunities through market-oriented skills training so as to facilitate sustainable reintegration of Rwandan refugee returnees and other vulnerable community members.
IOM is hiring a consultant to undertake the tracer survey in order to assess the extent to which the graduates have been successfully engaged in gainful self-employment or productive activities. The successful bidder will carry out the study and assist in assessing/evaluating achievement of project outputs and outcomes, especially through implementation of market oriented skills training in non-agricultural professions.
The tracer study will cover a range of topics to facilitate evaluation of the effectiveness and sustainability of the socio-eco-economic reintegration of returnees and other vulnerable groups programme with regards to skills training, and in particular the employment status of graduates, quality of training, and relation to employment outcomes.

Qualification/ Requirements of consultant The Consultant should fulfil the following minimum requirements:
• University degree in a social science, and other relevant fields;
• At least 5 years of consultancy and/or research experience, preferably with UN or other international organisations in labour market and technical and vocational trainings;
• At least 5 years experience in delivering tracer study / assessment/research/ monitoring & evaluation in TVET sector and labour market as an expert.
• Strong background in empirical research and gathering of socio-economic data;
• Proven excellent drafting and presenting skills and proven supervisory and team leading skills;
• Familiarity with basic concepts of forced migration, return and reintegration;
• Ability to use information technology effectively and good command of standard Microsoft Office programmes (word, excel and power point);
• Fluency in English and French - knowledge of Kinyarwanda is an advantage.
