VACANCY ANNOUNCEMENT Job Title: International Protection Officer-Child Protection Reports to: Project Coordinator Job location: Unity State, South Sudan Position: International Protection Officer Duration: 06 Month renewable Start Date: January 05, 2011 Job Purpose The International Protection Officer (IPO) is a member of the programme team and is responsible for implementing emergency child protection programming in a complex security environment. This includes liaison with local, national and international partners, programme implementation, monitoring and evaluation. The IPO will also be responsible for developing national staff skills development programme to ensure NP staff have the skills necessary to deliver NPSS projects, in particular support to the Ministry of Social Services and the Department of Child Protection at state and county levels. Major Duties and Responsibilities The duties and responsibilities of the incumbent shall include the following: 1. Implement NP’s child protection work in implementation sites and ensure it remains consistent with NP’s overall mission and mandate 2. Monitor and analyse child protection needs and develop appropriate strategies for maximising the impact of the child protection work undertaken by NP 3. Monitor NPSS’child protection work and liaise with Team Leader to ensure he/she is informed of developments and consulted as appropriate 4. Devise plans to achieve project objectives and set targets and indicators for measuring outcome and impact of project work 5. Establish and train community based Family Tracing and Reunification (FTR) teams to assist with rapid and sustainable FTR services 6. Carry out internal evaluations of child protection work, ensuring lessons are learnt, recommendations are carried through and best practices are being followed wherever possible 7. Ensure all project work is consistent with agreed safety and security policies and procedures 8. Assist to develop training modules on child protection for NPSS national staff and relevant NPSS’ partners 9. Review NPSS’ internal training programmes and, in the light of new NPSS’ programme focuses, identify weaknesses and propose/upgrade/design training programmes to address these weakness 10. In particular assist to develop a training module for NPSS’ staff on Humanitarian Protection standards and mechanisms and facilitate a comprehensive series of trainings for all staff and close working partners Coordination & Implementation 1. Coordinate child protection activities in the field sites in collaboration with Team Leader. 2. Coordinate work plans, reports and project implementation with project colleagues; providing support as necessary 3. Facilitate consistency and clarity in child protection activities in the different field sites. 4. Develop and implement documenting, learning and evaluation mechanisms within and between the field sites 5. Facilitate information sharing of child protection activities and best practices in close cooperation with Team Leader 6. Ensure accurate and timely field reporting 7. Coordinate and facilitate trainings, workshops and team meetings. 8. Produce report on all capacity building workshops, trainings. 9. Coordinate and conduct trainings on FTR, Case management systems and Child Protection in Emergencies to the partners, government partners, and to community beneficiaries 10. Formation and support of Child Protection Monitoring Committees at community level 11. Provide direct protection to vulnerable children by providing them with protective accompaniment. In particular, this will focus on the accompaniment of separated or unaccompanied children to previously identified child friendly spaces or other safe spaces. Strategic Relations 1. Represent NPSS in all important meetings and networks relevant to project work in implementation sites 2. Liaise with other INGOs, UN agencies, and national organisations to ensure good cooperation and complementarily between the work of NP and that of these other organisations 3. Establish and maintain relationships with all relevant ministries and departments of GOSS, SSAF (formerly SPLA) police and other relevant actors as necessary for the effective implementation of our project work. Qualifications and skills: Musts - Excellent spoken and written English skills - Good knowledge and understanding of South Sudan context - At least 2 years experience of child protection and/or civilian protection - Excellent networking and communication skills, including ability to deal with higher-level authorities and international organizations - Experience working at the grassroots community level - At least 2 years experience at working in an international multi-cultural environment - Commitment to NP’s nonpartisan approach to working in South Sudan - At least 1 year experience in working in conflict/ war affected areas Preferred - Arabic and/or local language skills - At least 2 years in project implementation/project cycle management - Relevant post-secondary education or training in Child Protection, Conflict Resolution, Mediation, Human Security or other related field - Valid Driver’s License - Willingness and ability to contribute to logistics Other Relevant Skills - Computer literacy (MS Office) - Basic IT skills (both software and hardware) - Excellent interpersonal and team building skills, ability to work in a multi-cultural environment, - Ability to work under dynamic environment with work load - Good planning and organizational skills. - Experience with generators, motorbikes, quad bikes and basic vehicle maintenace Characteristics - Proactive, creative problem solving - Solutions focused - Resourceful - Resilient - Flexibility - Motivated by a commitment to the protection of civilians affected by violent conflict Work Environment NP field teams work primarily in remote, rural environments with very basic living conditions and limited infrastructure. In implementing protection and prevention programming, NP field teams necessarily live in conflict zones with challenging security conditions. Tenure of Appointment The appointment shall be for an initial period of six (6) months and shall be renewable subject to performance and availability of funds.
