Major Duties and Responsibilities
1. Evidence-base on the situation of children & women.
Comprehensive information on the situation of children and women in Rwanda, including quality and up-to date disaggregated statistics and socio, economic and institutional data on policies, programmes, results achieved over time and lessons learnt, well documented over time and included in reports as appropriate. Duties & Tasks:
* Maintains a database of up-to-date disaggregated indicators and data sources to serve as reference for analysis and reporting on the situation of children and women in Rwanda and the broader national policy, socio-economic and institutional context, working in collaboration with the Strategic Planning, Research and Evaluation section;
* Works in collaboration with all programme sections to identify the most relevant output and outcome level indicators for measuring progress in each programmatic area, with a focus on access, quality, equity and coverage of social services, making sure appropriate data collection tools and mechanisms are set-up for responsible programmes to ensure regular updates in line with national reporting systems;
* Ensures data accuracy and contributes to drafting/ reviewing relevant components of country-level statistical and analytical notes which are part of the Quality Assurance function, briefings and reports on the situation of children's and women's rights issues in Rwanda, including situation analyses, donor reports, annual and mid-term reviews, etc. as appropriate
* Liaises with Regional Office, Headquarters and M&E knowledge networks, to keep abreast of latest developments in the area of planning and M&E, document and share national experiences and learn about successful and unsuccessful practices innovations and lessons learnt.
Effective & result-oriented monitoring of the UNICEF Programme.
Comprehensive, accurate, gender-sensitive and result-focused data on the UNICEF component of the One UN Programme timely available and up-to-date, to measure and document achievement of results for children and UNICEF performance in the context of Delivering as One UN in Rwanda.
Duties & Tasks:
-Develops standard, user-friendly and result-focused templates/tools for monitoring and reporting progress towards achievement of results for children in the context of Delivering as One, promoting the use of ICT technologies, web-based performance monitoring and reporting systems –including UNICEF ERP (ProMS/Vision)-, mapping and data management tools, working in collaboration with Programme and Operations.
-Provides technical assistance to programmes for the identification of appropriate quantitative and qualitative indicators to monitor the performance of UNICEF supported programmes over time and the definition of data collection methods and tools; ensures follow-up with programmes for the updating and consolidates a UNICEF specific database serving as reference for reporting on results;
-Contributes to the consolidation of reports on progress towards achievement of annual and multi-annual results for children in the context of Delivering as One, including as part of Quarterly, Mid-Year, Annual and Mid-Term Reviews, ensuring review of quality of programme monitoring data, assessment of performance and alignment with standards and guidelines set, working with all programme sections;
-Ensures capacity building of staff for the use of existing and new UNICEF, UN and government monitoring and reporting mechanisms with a focus on promoting the use of quality and up-to date data, human-rights and result based management approaches, contributing to building a culture of accountability and evidence-based programming.
Quality, decentralized & result-focused national M&E System
Strengthened national capacity to produce, analyse and share quality, up-to-date disaggregated data on key socio-economic indicators at decentralised level on regular basis, serving as evidence for effective public policy and action.
Duties & Tasks:
-Actively participates to the development, implementation, monitoring and evaluation of the joint UN intervention on the strengthening of the national M&E system working with UN agencies and other national and international agencies, as relevant;
-Contributes to strengthen capacities of government and civil-society partners in the area of human rights and results-based management (HRBA/RBM) approaches, including as HRBA/RBM trainer, working with the Ministry of Finance and Economic Planning to strengthen the effective application of these concepts in national planning, execution and review processes at central and decentralised level;
-Provides technical assistance for the development/ review of national policies, strategies, guidelines and tools to build a result-based monitoring and evaluation system that focus on measuring performance in achieving outcomes to build evidence-based public policies.

M&E of the One UN Programme
The UN M&E function contributes to effective planning, management, monitoring and reporting of the One UN Programme, including assessment of progress in achievement of results, and analysis of UN agencies performance in the context of Delivering as One in Rwanda.
Duties & Tasks:
-Facilitates as co-chair the effective functioning of the One UN M&E Taskforce, including by ensuring the development and regular review of its annual work plan, focusing on documenting progress, challenges and recommendations on the monitoring of the One UN Programme for discussion by the Programme Planning and Oversight Committee and UN Country Team, working with the other co-chair and M&E Advisor in the Resident Coordinator's Office;
-Contributes to guiding the development and review of SMART UNDAF/UNDAP M&E frameworks to assess, monitor and report progress towards achievement of multi-annual and annual results of the One UN Programme and agencies' performance, working with UN Theme Group Policy Advisors and M&E staff and focal points from all UN agencies;
-Actively engages in development/improvement of data collection, management and dissemination systems, tools and practices to ensure results-focused planning, monitoring and reporting of the One UN Programme and agencies' performance, promoting the use of integrated web-based tools and the harmonisation of tools/practices, working with key Delivering as One UN governance structures;
-Liaises with other Delivering as One countries and M&E knowledge networks to keep abreast of latest developments in the area of planning and M&E in the context of UN Reform, document and share Rwanda experiences and learn about successful and unsuccessful practices innovations and lessons learnt.
Minimum qualifications and experience:
* Advanced university degree in social sciences, statistics, planning development, planning.
* Professional work experience in programme development and implementation including monitoring and evaluation activities.
* Five years of relevant professional work experience and Field work experience
* At least one instance of exposure to emergency programming, including preparedness planning and emergency response.
* Fluency in English and French.
The candidate should possess the following technical knowledge
a) Specific Technical Knowledge
* Knowledge of Delivering One UN Reform,
* Knowledge of Rwanda Development and Aid Effectiveness agenda.
b) Common Technical Knowledge
* Professional technical knowledge/expertise in demography, statistics, and data management.
* Professional technical knowledge/expertise in methodology of M&E, including theories, standards and models, quantitative/qualitative/mixed methods, validity/reliability testing of data, data analysis and interpretation, and statistical inference methods.
* Professional technical knowledge/expertise in Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
c) Technical Knowledge to be Acquired/Enhanced
* Professional/technical knowledge/expertise in Team Management, Coaching & Training.
* Mastery of UNICEF's M&E policies and procedures.
* Latest programme monitoring and evaluation theory, methodology, technology and tools.
* Understanding of UN Mission and system, current key UN topics; and International Code of Conduct.
* Understanding of UNICEF Mission Statement and UNICEF Guiding Principles.
