Project/Proposal Summary: USAID/South Sudan’s Office of Transition and Conflict Mitigation (OTCM) manages USAID’s transition and conflict mitigation programming in South Sudan. Through an Innovative in-kind grant-making platform, OTCM provides small grants in support of increased stability to improve the immediate prospects for longer term development in South Sudan. A recent deterioration in South Sudan’s security threatens both the integrity of the newly emergent nation-state and the stability of the region, both of which are critical foreign policy priorities of the United States in Africa. OTCM’s small grants programs are currently implemented by AECOM International South Sudan through local communities and stakeholders in remote and volatile regions of the country that are most prone to destabilizing conflict.
Position Summary: In order to address increasing levels of insecurity, in October 2009 OTCM began programming in South Sudan through USAID implementing partner AECOM with a focus on addressing drivers of violence in the region through peace and security, and stabilization activities in priority flashpoint areas. The South Sudan Program Manager (PM) will will be employed by MSI support the OTCM portfolio, and will report to the OTCM Team Leader. This is a current opening with an anticipated start date of January 2012.
Responsibilities: Under direct supervision of OTCM Team Leader or designee, the Program Manager will: • Work with the implementing partner and USAID/OTCM to develop and refine grant proposals and corresponding implementation modalities. • Manage program-related budget, finance and administrative processes, to include pipeline analysis, grant status and documentation, and to ensure compliance with USAID regulations. • Draft regular written reports for a variety of USG and non-USG audiences on program related topics, program challenges and OTCM achievements among other topics. • Assist the Field Program Manager and implementing partner staff with monitoring and evaluation of program activities. • Work with USAID and other counterparts to help shape and develop strategies and activities in support of USG, USAID, and OTCM objectives at the field level. • Coordinate project-related events throughout South Sudan such as project opening’s, consultative workshops. • Support regular communication and information sharing with other USAID activity managers and partners to ensure visibility and synergy of USAID/OTCM activities. • Maintain detailed records/files of program information and manage program related administrative processes. • Assist in supervising, training, and/or mentoring locally hired teams in the field. • Perform other duties as determined by the supervisor.
Qualifications
• BA and five + or a MA and 4+ years of experience with a USG foreign affairs agency, large international assistance organization, or non-governmental organization, in community development, economic development, mediation/arbitration, conflict resolution, democracy and governance, international law, human rights activities, and/or political analysis; • A minimum of six (6) months overseas field experience in humanitarian assistance, transition programs, or democracy-building, preferably in South Sudan or Sudan. • Ability to travel to remote, volatile and difficult to traverse regions. Physical demands will include but not be limited to long periods of standing, walking and riding in vehicles over rough terrain, and carrying of moderately heavy items (less than 50 pounds).
• Willingness and ability to travel for extended periods of time to project locations and field sites throughout South Sudan, which may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.
