Refugee Education Trust (RET)
Details:
The RET (Foundation for the Refugee Education Trust) is an International Non Governmental Organisation working in Burundi in the education sector since 2005. Its primary mission is to empower teens and young refugees, returnees and displaced persons to have access to post-primary education.
Within its program in Burundi, the RET is implementing since 2008 a project funded by DFID (UK Aid) to the sustainable reintegration of young returnees from Tanzania in high schools in Burundi. This project has several components, namely:
• Construction and rehabilitation of classrooms, dormitories, canteens, latrines, and homes of teachers
• Repair of infrastructure and school facilities (such as benches desks, beds, windows, taps, water tanks, etc.)
• The upgrade in French and Kirundi, and training in English and health and hygiene.
Background:
• To assess the impact and results achieved by this project, an internal evaluation study will be conducted with the following objectives:
• Strengthen the system of internal monitoring and evaluation of the project by collecting relevant data and disaggregated;
• Identify and document lessons learned and best practices on sustainable social and educational reintegration of young returnees;
• Contribute to the formulation of public policies sharing lessons learned and best practices with key stakeholders and partners in the education sector in Burundi, particularly the Ministry of Education and the international humanitarian community and donors.
Responsibilities:
In coordination with the research team, the Head of Monitoring and Evaluation, and under the responsibility of the Head of Mission, him / Consultant / International e / e for the study of internal evaluation of the DFID project will be responsible for the following:
• Prepare and conduct the study in accordance with the expectations of the donor, in close collaboration with the research team, the Head of Monitoring and Evaluation and the Head of Mission of RET;
• Review and develop the methodology of the study in accordance with the contents of the Logical Framework project
• Develop tools for the study (questionnaires, focus group guide, guide individual interviews) in collaboration with the Head of Monitoring and Evaluation and to implement the pre-testing tools for the study;
• Develop and implement a coding system to facilitate transcription and data analysis;
• Lead investigators in the field and ensure the smooth running of the investigation of a methodological point of view;
• Ensure the correct transcription of data collected in the field;
• Validate the data collected in the field;
• Analyze the information collected in the field in collaboration with the Head of Monitoring and Evaluation;
• Prepare and facilitate the sharing sessions with partners
• Collect and analyze secondary data;
• Write a draft study report in accordance with the expectations of the RET; Prepare and conduct a session validation and dissemination of preliminary results with partners ;
• Write the final report of the study on lessons learned, best practices and the impact of the project in accordance with the expectations of the RET;
• Ensure that the study is guided by the Minimum Standards for Education: preparation, response, recovery of INEE which RET is a co-author
• Complete all tasks complementary to the conduct of the study as requested by the Head of Mission of RET.
Requirements:
• Masters (MA) in social sciences, education and development, or any other equivalent degree;
• Professional experience of at least 5 years in Project Monitoring and Evaluation;
• Control of the logical framework (objectives, expected results , performance indicators, monitoring requirements, assumptions, risk indicators)
• Knowledge in the field of quantitative and qualitative research, statistical control of context-specific educational projects and ability to create and work with databases data;
• Strong analytical and synthesis, ability to write good quality documents in French and English
• Experience in field work and group facilitation, including the use of participatory techniques;
• understanding and knowledge of Minimum Standards for Education: Preparedness, response, recovery of INEE;
• One or more work experience in reporting on lessons learned and best practices would be an asset
• One or more work experience in education in emergencies or work with the refugees would be an asset
• Knowledge of Kirundi, or Kiswahili would be an advantage
• Good organizational skills: Ability to manage priorities and work as a team to achieve the objectives on time, punctuality and respect for deadlines;
• Ability to work flexibly in a sometimes stressful, unstable and difficult
• Confidentiality and diplomatic skills;
• Patience, excellent interpersonal skills, communication skills and understanding of expectations and guidelines of donors and the RET;
• Excellent computer skills: Word and Excel, SPSS, etc.. ;
• Probity impeccable.
Timeline & Start Date:
Conduct of the study and practical arrangements:
• Consultation will take place from December 20, 2011 March 31, 2012.
• Planning for the study and final report will be outside the country. Two months of work will be done in Burundi (January 8 to March 18, 2012), in Bujumbura and the provinces of intervention of RET.
• Local transportation on the survey sites within the country will be provided by the RET.
• In the best of his ability the RET will provide materials and survey tools (except laptops) after the application / the Consultant / e.
• A team of local investigators will work with him / Consultant / e.
• Visa fees and transportation will be reimbursed by the International RET on presentation of invoices.
• Per Diems of / the Consultant / e will be included in the cost of consultancy.

1. Planning of the study (for research and investigative tools)
2. Collection of primary and secondary data
3. Analysis of data and information collected
4. Preparation and facilitation of exchange sessions, validation and dissemination of the RET and its partners.
5. Writing the research report on lessons learned and best practices
