Background Information In response to the increasingly dire situation and elevated needs in 2008, UNICEF and WHO developed a joint programme called Accelerated Young Child Survival (AYCS) to enhance child survival by reducing mortality and morbidity in under 5 children. Developed in the context of the UN Transition Plan (UNTP) for Somalia, the Joint Progamme outlined a set of basic cost effective interventions to be delivered through various implementation strategies. Since the strategies of AYCS mainly contributed to reduction of child mortality and there was an increasing concern about poor achievements of reproductive and maternal health, UNFPA, WHO and UNICEF jointly developed the proposal called “Accelerated Young Child Survival (AYCS) and Maternal Health 2009-2011”, which has been under implementation since 2009. UNICEF is the administrative agent and is required to lead the planning, monitoring and reporting on the JP. A new 5 year joint programme is now under development and should start in July 2012.
Purpose of the Position Under the supervision of the Chief of Health, the incumbent will support the programme management on behalf of UNICEFin order to ensure improved data collection, analysis and reporting on the Joint programme.
Scope of Work
Report on Progress of the Joint Programme on a timely basis to all partners On the basis of the programme log frame, report in a timely manner on the progress of the Joint Programme to all partners. For UNICEF, WHO and UNFPA staff, draft programme status reports – programmatic and financial as required for donors, and support the agencies in fulfilling this role. Similar support to the health authorities may be required. Prepare progress reports for steering committee meetings; produce minutes of SC meetings and circulate in a timely manner. Collect and analyze programme data. Review and edit all information and report in a timely manner to all required partners. Keep the health authorities and all partners/stakeholder, including the Health Sector Committee and related working groups informed on the joint programme
Collect and manage all monitoring and evaluation data and reports for the Joint Programme Contribute to all activities on M&E in order to provide support and assistance to all technical and operational aspects, including necessary support to review and evaluation missions. Provide support to agency sub-offices to ensure proper reporting and data collection. Provide logistical and operational support to all activities on outcome evaluation, collect reports, contribute to the organization of briefings, workshops, and any other activities. Work with the UNICEF HMIS and Planning, Monitoring and Evaluation section to integrate the joint programme data into overall M&E databases. Collect all documents of relevance to the Joint programme, including all reports from the joint programme, all minutes from meetings and internal committee decisions, and file in an orderly manner to ensure quick and easy retrieval of all reports, support documents, etc.
Coordination of the Joint Programme Activities Supports the Chief of Health in providing efficient coordination of the joint programme activities through a joint operational plan Work closely with the Chief of Health to ensure adequate funding levels, timely disbursement of the funds from UNICEF to the participating agencies, and follow-up on programme expenditures on a very regular basis Support the Chief of Health in any work planning and review exercises with government authorities and partners, in close coordination also with the agency programme managers Organize and facilitate meetings for the joint programme steering committee meetings and technical level meetings. Take and distribute minutes from such meetings, and ensure follow-up on decisions and action points. Support the Chief of Health in the preparation of the 2012-2015 Joint Programme, including supporting any required meetings; briefing/concept notes, etc.
Qualifications, Skills and Experience Five years of progressive responsibility in project management, monitoring and evaluation, at national and or international level Analytical, negotiating, communication and advocacy skills Extensive experience in report writing and editing. Ability to work in an international and multicultural environment Excellent knowledge of computer standard applications (Word, Excel, and PowerPoint) Excellent command of written and spoken English Self-motivated and able to work with a minimum of guidance. Demonstrated capacity to deliver high quality work in a timely and efficient manner
