OVERALL RESPONSIBILITIES:
The Internal Auditor functionally reports to the Director of Internal Audit and is responsible for conducting internal audits for the HCSM Program in Kenya. He/she plans and conducts the audits and submits reports to the Director Internal Audit. He/she will review internal controls, test financial transactions and assets, and check compliance with funding agency regulations and contractual requirements. Audits are conducted in compliance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and MSH’s Internal Audit policies and procedures. The majority of the audits will be conducted at MSH’s office in Nairobi, Kenya.
SPECIFIC RESPONSIBILITIES:
Establish and operate an effective Internal Audit section.
Ensure that the Internal Audit systems, procedures and guidelines are prepared for approval by the Director of Internal Audit and Audit Committee of the Board.
Prepare working programs for the Audit function to ensure that the audits are planned and well managed.
Ensure that the internal controls are reviewed and documented on their effectiveness and adequacy and where there are weaknesses, recommendations made for improvement.
Ensure that the accounting, administration and other operations comply with MSH policies and the USAID Rules and Regulations.
Prepare and submit audit reports to the Director of Internal Audit and the Audit Committee of the MSH Management Board.
Liaise with the Director of Internal Audit and ensure the follow up on the process of implementation of internal and external audit recommendations.
Review, and where necessary, recommend revisions to the internal audit guidelines and protocols.
Keep up to date on USAID compliance rules and regulations and on developments in internal auditing procedures.
Assist with the monitoring of external audits related to sub-awards.
Performing any other duties that may be assigned
QUALIFICATIONS:
Applicants must have a minimum of undergraduate qualification in Finance, Economics, Accounting or equivalent.
They must also be fully qualified accountants holding CPA (K) or its equivalent and be registered members of the Institute of Certified Public Accountants of Kenya. Candidates who possess relevant postgraduate qualifications will have a distinct advantage.
At least 10 years working experience, three of which should be in senior-level auditing and finance in a busy office.
Experience with US government contract auditing, preferably USAID
Good research, analytical skills, and ability to synthesize voluminous documents.
Ability to prepare detailed and factual written reports, and communicate or present complex data or information effectively
Good communication, writing, and quantitative analysis skills.
Good working knowledge of computerized accounting systems including QuickBooks.
Proficiency in IT. Should have supervisory experience and be able to work independently.
Ability to work with confidential material ethically.
Excellent demonstrated problem-solving skills.
Excellent English language skills.
