ANIMAL INDUSTRY & FISHERIES NATIONAL AGRICULTURAL ADVISORY SERVICES (NAADS) VACANCIES IN THE NATIONAL AGRICULTURAL ADVISORY SERVICES (NAADS) SECRETARIAT The National Agricultural Advisory Services (NAADS) was established through an Act of Parliament (2001) of which three organs; the Secretariat, the Board and Farmers Forum were established. In order to ensure policy implementation and operationalisation of the strategic plans of the organisation, meet the national strategic objectives embedded in the National Development Plan (NDP) in the context of the Agricultural Sector Development Strategy and Investment Plan (DSIP), and achieve Prosperity For All (PFA), the National Agricultural Advisory Services Board now invites applications from suitably qualified Ugandans to fill the following positions at the NAADS Secretariat. 6. DATABASE MANAGEMENT OFFICER Reporting: Planning, Monitoring and Evaluation Manager through the Planning, Monitoring and Budget officer. Job Purpose: The overall objective of the assignment is to support NAADS Secretariat in the development and design of database strategies, monitoring and improving database performance and capacity, and planning for future expansion requirements. The personnel shall plan, co-ordinate and implement security measures to safeguard the database, generate data, analyze and summarize of data sets, which are useful in decision making as well as information to NAADS stakeholders, including facts and figure and internal management reports. Functions: i. Develop and design database strategies, monitor and improving database performance and capacity and plan for future expansion requirements ii. Plan, co-ordinate and implement security measures to safeguard the database iii. Identify MIS needs, support joint strategies and develop and maintain appropriate databases, database applications, database interface functions (data entry forms and reports) and products; iv. Identify, gather and i. incorporate external datasets into the NAADS data repository; v. Maintain and expand the NAADS MIS data repository and related meta database including maps; vi. Develop Capacity of other NAADS departments working with database applications, and provide general support to MIS skills and capacity development for end users; vii. Manage the development of back office operational systems and provide data sets for integration into the planning function and the NAADS portal; viii. Perform routine analysis and generate continuous management reports ix. Summarize and consolidate district quarterly reports to contribute to Secretariat quarterly report; x. Prepare progress report for activities undertaken xi. Provide guidelines, oversight and support supervision of program implementation in specific districts in a region assigned; xii. Carry out other tasks as directed by NAADS management; |
Requirement: | Qualification and Experience • Bachelor’s degree in any of the following ; Statistics or Economics or Commerce or Business -Management-with a postgraduate qualification in Management of Information Systems, extensive training in MIS for M&E is required. • Masters Degree in IT Management or Computer Science. • Excellent theoretical and practical knowledge of database development, particularly in Ms Access and SQL, ideally also with VB. • Five (5) years experience managing the development and maintenance of databases and MIS for organizations spanning multiple locations, Government of Uganda OBT and other related enterprise related application • Advanced knowledge of all MS Office products, input/ output technology, digitizing equipment, internet services and related technologies; programming in HTML would be an advantage; • • At least five years working experience. ’ • Ability to develop data systems for use with spatial data would be an advantage. |
