JOB TITLE: Monitoring and Evaluation Specialist
Number of Vacancies: One (1)
Reports To: Manager- Research, Documentation
& Strategic Information
Duty Station: Kampala with frequent travel to program implementing FBOs
Job Purpose: To implement programmes monitoring and evaluation and reporting of the progress and performance of IRCU in line with IRCU reporting requirements and donor expectations. The Specialist will ensure that regular program reports are received from all sub-grantees according to predefined criteria and established quality standards.
Key results areas:
1. Document and disseminate programming information useful to the organization in line with the M&E Policy and ensure quarterly progress reviews of all projects.
2. Collect quarterly program and finance reports from all departments/FBOs and prepare regular monitoring reports for IRCU members and donors.
3. Participate in the preparation and design of program service delivery areas and performance indicators.
4. Provide technical support and guidance to staff and partners to draw and review strategic plans in line with the M&E principles and best practices
5. Represent IRCU in the area of monitoring and evaluation at meetings with stakeholders and other development partners.
6. Provide technical support and guidance to IRCU in developing and maintaining M&E mechanisms in line with the M&E framework and policies
7. Participate in and /or co-ordinate IRCU reviews / reflections on M&E/unit programs and writing of reports, newsletters, success stories and abstracts.
8. Prepare plans and budgets for the M&E function in line with IRCU financial procedures
9. Extract strategic information from the IRCU data base to guide management’s strategic thinking and planning.
Requirement:
Qualifications and Experience
• A Master’s degree in statistics, social sciences or public health
• Degree social sciences, Statistics or Social Work or Public Health.
• Knowledge of participatory skills will be an added advantage
• Must be computer literate and have a valid driving license
• Minimum of 3 years’ experience in monitoring and evaluation
Person Specifications
• Substantive knowledge of current global development issues and familiarity with program monitoring and evaluation methodologies.
• Knowledge of project planning and management.
• Strong organization and management skills and the ability to work as a team and respond to deadlines.
• Must be willing to travel at least 30% of his/her time.
• Knowledge and advanced training in M&E including use of relevant software applications statistical or otherwise.
• Good understanding of the M&E framework including use of the national response to HIV/AIDS, governance and environmental issues.
• Strong analytical skills.
• Substantive knowledge of current practices of M&E
• Knowledge of knowledge management.
• Strong organization and management skills and the ability to work as a team and respond to deadlines.
• Reporting /writing skills.
