The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana region and refugees in the Kakuma, Dadaab camps and in the Eastleigh, Nairobi.

2. Senior Gender Based Violence Officer - Lodwar
The GBV Senior Program Officer will be responsible for providing leadership to the IRC’s GBV program in Turkana, with technical support from the GBV Coordinator based in Nairobi.
The Senior GBV Officer will ensure that the goals and objectives of the program are met through the implementation of high quality activities.
S/he will lead on actor mapping, assessments and development of a referral system and will represent the GBV program to outside actors.

a. Program development and management
- Provide ongoing leadership, training, and guidance to staff and volunteers to ensure programming meets best practice standards and prioritizes the safety and security of beneficiaries and staff.
- Provide strategic oversight and input into the future of the GBV program. Participate in assessments and lead the development of a GBV strategy for Turkana.
- Provide input and direction to proposal, budget and work plan development in line with IRC policies and practices.
- Supervise the GBV Assistant, developing workplans, reporting and appraisals. Ensure GBV staff performance is managed in line with IRC practices and policies.
- Oversee budget expenditures and ensure project activities and outputs are completed. Contribute actively to the preparation of internal and donor reporting requirements and ensure that reports are of a high quality and submitted on time.
- Provide input in the development and implementation of a monitoring and evaluation system for the GBV programme and ensure proper monitoring and evaluation of project activities
- Develop methodologies and oversee actor mapping of GBV stakeholders and assessment of potential GBV partners. Share mapping report with relevant stakeholders.
- Ensure that the profile of the program and staff are maintained at the appropriate level.
- Liaise with GBV Coordinator in Nairobi on technical challenges and issues that arise.
b. Case Management and Information Management
- Develop a simple case management system for the health center that is linked to the work and activities of the CHWs in the community
- Maintain the GBV Information Management System (IMS) Database, ensure it is regularly updated and provide training to staff on GBV IMS as appropriate.
- Introduce the health intake form to clinical staff and oversee their use and implementation, according to GBV IMS standards.
- Establish and maintain effective referral systems at the interagency and community level to ensure survivors can access quality services in a timely manner.
- Develop, coordinate and monitor an internal referral system within IRC between the health and GBV program.
- Lead community level case conferences to promote harmonized coordination, strengthen referrals and ensure appropriate responses are available at the inter agency level.
c. Staff and community capacity building, training and development
- Train health managers (clinical services, community health and HIV) and collaborate with them to ensure that health service providers and Community Health Workers are well trained on relevant GBV topics and that appropriate support is available to survivors across the IRC Program in Turkana.
- Provide ongoing technical oversight and mentoring of health staff within IRC and across IRC supported health facilities on clinical care for sexual assault survivors (CCSAS).
- Train GBV Assistant and CHWs on appropriate referral protocols. Provide technical expertise to health partners to strengthen case management including appropriate follow-up according to GBV Guiding Principles and the survivor-centered approach.
- Provide recommendations to the health team on how to better structure and manage clinical management of rape (CMR) activities to ensure quality, appropriate, and confidential services for survivors. Develop a simple case management system for the health center that is linked to the work and activities of the CHWs in the community
- Provide ongoing support to ensure CHWs understand basic GBV principles and are not doing any harm. Develop messages and IEC materials for CHWs to use within the community.
- Develop appropriate GBV discussion topics for adolescent girls and build capacity of assistant to lead discussions.
- Support and implement staff training plans for national team members.
c. Coordination and Networking
- Develop and maintain effective working relationships with all stakeholders including community leaders, NGOs, UN agencies, and other IRC team members (especially HIV, clinical services and the community health program) to enhance multi-agency and multi sectoral cooperation and coordination.
- Work with health staff and support them to ensure drugs and supplies for clinical management of rape are readily available
- Develop and/or attend GBV working groups or similar meetings to enhance coordination and collaboration on issues related to violence against women and girls.
- Hold inter-agency referral meetings. Put together draft referral pathways for review.
- Develop IEC materials focused on the referral pathways to be shared with the community
Requirements
- 3 years program management experience, including at least 1 year in a humanitarian context with GBV focus.
- Knowledge of direct service provision and how to work with survivors of gender-based violence, preferred.
- MA/S in social science, humanities or related degree.
- Excellent interpersonal and team-building skills.
- Community education/training experience desirable.
- Assessment and project design experience desirable.
- Experience overseeing, monitoring, and reporting on project outcomes.
- Ability to live and work under pressure in an unstable security environment.
- Experience in research and proposal writing is preferred.
- Fluency in English. Turkana language preference.
