Recruitment of Energy Sector Investment Promotion Specialist for the Strategic Capacity Building Initiative (SCBI)
1. BACKGROUND
The Government of Rwanda (GOR), in conjunction with the World Bank, is starting a 4 year Strategic Capacity Building Initiative (SCBI) which will focus on increasing delivery of four priority areas: investment, energy, agriculture and mining.
Rwanda Development Board has been tasked with implementing the investment priority and is currently recruiting additional staff to join its investment focused departments. The Rwanda Development Board is a public institution with a vision of transforming Rwanda into a dynamic global hub for business, investment and innovation. The RDB mission is to fast track economic development in Rwanda by enabling private sector growth. The scope of work includes all aspects related to the development of the private sector. This involves working with and addressing the needs of companies of all sizes (large, SMEs) and both local and foreign investors.
2. JOB DESCRIPTION
RBD is looking to appoint an Investment Promotion Officer for the development of investment in the energy sector. The goal of the position will be to act as the lead contact on all issues related to attracting and implementing investment in energy in Rwanda. The successful candidate will
- gather and develop energy sector specific information packages for potential investors
- identify, prioritize and develop specific investment opportunities in the sector
- identify and develop relationships with high potential international investors in the sector
- identify barriers to investment in the sector and work with relevant government bodies towards overcoming them
The successful candidate will be required to perform the following functions:
- Carry out all research and analysis required to prepare sector and investment project specific information
- Coordinate with all relevant government bodies to ensure a common approach to investment in the sector and buy in to the relevance and accuracy of the sector and investment project information developed
- Review investment process for sector investments from past and existing investors interested in the sector to identify barriers to investment
- Work under the direction of the IPI sector expert consultant in order to become fully aware of the sector requirements and investor needs
3. MINIMUM QUALIFICATIONS & EXPERIENCE
RDB is looking for candidates with the following profile:
- Master’s degree in business administration/economics or energy related subject with a minimum intensive work experience of 2 years
- Strong quantitative, economic, financial analysis skills with ability to structure and think strategically about a problem
- Good stakeholder management skills and ability to work with senior public officials and private sector leaders
- A strong understanding of the drivers of investment in the sector
- Delivery focused, pragmatic, able to multi-task and get things done in a fast paced environment
- Professional, detail orientated with high standards
- Experience in strategy, marketing or investment promotion related fields is highly desirable
- Candidates with Bachelor’s degree in the field of study mentioned above with 5 years of intensive work experience and above are also encouraged to apply.
4. SUPERVISION AND REPORTING ARRANGEMENTS
The Investment Specialist will report to the Division Manager –Investment Promotion
5. DURATION OF THE ASSIGNMENT
The successful candidate will be offered a 2-year renewable contract (subject to performance).
6. LOCATION
Rwanda Development Board, Kigali, Rwanda
7. REMUNERATION
Successful candidate will be offered an attractive package, which is competitive with the private sector in Rwanda.
