PSI seeks entrepreneurial, dynamic candidates with significant expertise in social and behavior change communications (SBCC) for the position of Deputy Chief of Party for an anticipated USAID-funded SBCC project. This position will be based in Dar es Salaam, Tanzania, reporting to the Chief of Party (COP), with an estimated start date of mid-2016.

Your contribution
- Support project's staff and partners to develop, implement, monitor and evaluate SBCC interventions that are solidly grounded on behavioral theory and conceptual framework in the areas of Family Planning/Reproductive Health (FP/RH), Maternal, Newborn, Child and Adolescent Health (MNCAH), Malaria, HIV/AIDS, and Tuberculosis (TB).
- Ensure that behavior change communication activities and strategies and activities designed at community, district and regional levels align with those developed at the national level.
- Ensure the application of global best practices in Social and Behavior Change Communications (SBCC) for this project, taking into account PSI's approach in this area.
- Lead the overall SBCC technical quality of implementation of this project, ensuring alignment with the project's conceptual SBCC framework.
- Oversee work conducted by the project's SBCC partners including any lead communications agencies.
- Serve as acting Chief of Party (COP) as demand requires.
- Support COP in compiling and disseminating high-quality periodic reporting in line with USAID and PSI requirements.
- Assist in the development of external relations, in particular with government, partners, donor and the private sector.
- Assist the Chief of Party with all aspects of the project operations including the financial and programmatic oversight, human resources management, staff recruitment and training, and work plan implementation.
- Travel to provinces, districts and communities to provide direct on-site supportive supervision in the design, implementation and evaluation of the project's SBCC interventions.
What are we looking for?
The basics
- 10+ years of demonstrated experience in the management, design, implementation, and monitoring of evidence-based SBCC programming.
- Minimum a Master's Degree in health or social sciences, or a related advanced degree relevant to the field of public health, with specific emphasis on health communication, promotion and/or education.
- Demonstrated understanding of and experience in the design and implementation of innovative SBCC methods, such as human-centered design, audience segmentation, and drivers of behavior change.
What would get us excited?
- Experience managing USAID-funded projects (preferably in a DCOP role).
- Familiarity with U.S. Government regulations (e.g. Federal Acquisition Regulations and Foreign Assistance Act).
- Specific knowledge of SBCC theory, concepts and state-of-the art approaches.
- Strong written and oral presentation skills.
- Proven ability in building capacity of a large and diverse team in a developing country.
- Creativity and entrepreneurial outlook.
- Preference will be given to candidates with exceptional diplomatic skills and an understanding of PSI.
