Lake
Victoria Basin Commission (LVBC) is a specialized Institution of the East
African Community (EAC) established by the EAC Partner States through a
negotiated Protocol for Sustainable Development of Lake Victoria Basin. The
broad functions of LVBC are to promote, facilitate and coordinate activities of
different actors towards sustainable development and management of natural
resources of the Lake Victoria Basin.
The
LVBC has received funding from USAID East Africa to support implementation of
the integrated Population, Health and Environment (PHE) Program that aims at
strengthening regional coordination, knowledge management and advocacy for
integrating PHE initiatives in the region. The integrated program will
contribute to increased access to Family Planning/Reproductive Health, Maternal,
Newborn and Child Health (FP/RH/MNCH) and Nutrition services alongside
environmental conservation initiatives in the basin. The ultimate goal is to
simultaneously improve access to health services while also helping communities
manage their natural resources in ways that improve their health and
livelihoods and conserve the critical ecosystems they depend upon.

citizens of the East African Community (Burundi, Kenya, Rwanda, Tanzania and
Uganda) for the following vacant position, with respect to the quota system.

Main Purpose of the
Job
The
Program Officer will work with the PHE Program Coordinator to oversee
integration of Family Planning (FP), Reproductive Health (RH), Maternal,
Newborn and Child Health (MNCH) and Nutrition activities into environmental
conservation projects and programs of
the LVBC. The officer will account for all the deliverables of the integrated
FP/RH/MNCH activities of the PHE program through monthly, quarterly and annual
reports or through stakeholders’ reviews as may be required from time to time.
Duties/Responsibilities
Specifically,
the Officer will be responsible for the following:
i)
Coordinating the identification and selection
of Community Based Groups/Organizations for participation in the PHE FP/RH/MNCH
and nutrition activities;
ii)
Oversee implementation FP/RH/MNCH capacity
building activities of the selected community based organizations;
iii)
Coordinate the establishment of linkages
between the environmental conversation programs and the Ministries of Health;
iv)
Liaise with the Ministries of Health, other
relevant agencies and community groups to integrate FP/RH/MNCH activities
within their environmental conservation work plans;
v)
Work with the Ministries of Health and
relevant non-governmental organizations in provision of Family Planning
commodities and MNCH/RH services within the identified communities;
vi)
Participate
in the monitoring and evaluation of FP/RH/MNCH integrated activities;
vii)
Monitor integration of FP/RH/MNCH into
environmental conservation activities and compile reports for sharing with
stakeholders; and
viii)
Work closely with the PHE Regional Program
Coordinator to oversee and report on PHE activities of non-governmental
organizations collaborating with LVBC.
Qualifications
and Experience
1.
A degree in Health or Social Sciences
specifically Clinical Medicine, Nursing or Demography from a recognized
university. An advanced degree in Public Health/Community Health will be an
added advantage.
2.
At least 5 years of work experience in the
area of FP/RH/MCH within the EAC Partner States.
3.
Experience in PHE programming will also be an
added advantage.
Skills
and Competencies
Comprehensive and in depth understanding of FP/RH/MNCH
issues in the Lake Victoria Basin (LVB);
1.
Previous work experience in the management of
similar programs at regional or national level will be an advantage;
2.
Understanding of scope and mandate of
regional level organizations;
3.
Understanding
of the FP/RH/MNCH polices and responses of the EAC Partner States;
4.
Ability to express ideas and concepts clearly
and concisely in written and oral form;
5.
Ability to analyze, synthesize technical
information and provide leadership and guidance on programming implications;
6.
Good interpersonal, advocacy, negotiation and
networking skills;
7.
Proven programme management and resource
mobilisation skills;
8.
Ability
to work as a team leader and team member and provide innovation and initiative;
9.
Good knowledge of working with government
departments, the private sector and civil society;
10. Excellent
diplomacy and negotiation skills; and
11. Computer
literate with good quantitative and qualitative research skills
12. Fluency
in English is required.
