The US Embassy is inviting applications from qualified Tanzanians for the position of Monitoring & Evaluation Specialist-Economic Growth at United States Agency for International Development (USAID) Tanzania. This is a full-time Personal Services Contract position.
BASIC FUNCTION OF POSITION
The Monitoring and Evaluation Specialist (MES) is responsible for ensuring effective performance management systems are developed within the Economic Growth (EG) office to ensure overall program impact. The position will target performance management systems specifically for environment, agriculture, energy and infrastructure programs. Further, the MES will lead development and tracking of performance management plans (PMPs), EG program Monitoring and Evaluation (M&E) systems and strategic coordination with the USAID contractor for Monitoring and Evaluation Management Systems (MEMS). The MES will be the focal point for all economic growth, agriculture, energy, environment, infrastructure, nutrition and water related performance management and monitoring issues, providing senior level technical guidance to technical program managers and USAID implementing partners. The MES should have mid to senior level professional and/or educational experience in economic growth, agriculture, natural resource or energy issues.
MAJOR DUTIES AND RESPONSIBILITIES:
Major duties and responsibilities are segmented in to the following areas: 1) Manage the development and implementation of EG team’s M & E systems; 2) Serve as the M&E focal point for USAID/Tanzania’s M&E contractors; and 3) Plan for and manage key program evaluation, including scopes of work for evaluations conducted by third parties.
1. Manage the Development and Implementation of EG Team’s M&E Systems

- Ensures Team’s compliance with USAID policies and regulations with respect to performance monitoring and evaluation. This includes providing leadership, support, guidance and oversight on PMPs, DQAs, site visits, quarterly partner reporting, portfolio reviews, evaluations, official results reporting, and monitoring of activities not managed in-country;
- Ensures that new economic growth, energy, agriculture, environment, water and nutrition activities have viable and measurable indicators, benchmarks, and a realistic Performance Management Plan (PMP);
- Manages the economic growth M&E activities to assure quality, efficiency and compliance with Agency guidance and regulations;
- Manages the use of geospatial data for economic growth M&E purposes, and mapping of activities;
- Manages the MEMS database for tracking results of economic growth M&E activities;
- Advises Office Director on economic growth M&E issues to ensure consistency in approaches across program/projects, resolves problems, and recommends special studies and evaluations;
- Manages the preparation of the Portfolio Review and annual Performance Plan and Report to Washington for the economic growth programs;
- Manages the development and maintenance of a system for assessing overall program performance and impact as it pertains to economic growth activities;
2. Serve as the Economic Growth (NRM, Feed the Future, Power Africa, Nutrition) M&E Focal Point for USAID’s M&E Contractors

- Manages the EG team’s policies and regulations with respect to performance monitoring and evaluation of economic growth programming;
- Manages the review, verification, and assessment of the quality of data and results reported by the EG team’s implementing partners;
- Issues guidance to the EG team’s implementing partners on strategic planning and monitoring and evaluation concepts, and oversee the review and development of their M&E plans to ensure that they are tracking appropriate indicators;
- Oversee the review/revision of PMPs (indicator quality, target setting, data collection methods) and /or development of PMPs for new economic growth activities;
- Analyzes the data produced by PMPs, to better understand the implications of the data and how to use it for decision-making and management purpose of new agriculture, environment, energy, nutrition and water activities;
3. Oversee Evaluation Systems

- Responsible for analyzing and prioritizing evaluation needs, coordinating and maintaining an annual evaluation plan for economic growth activities;
- Manages preparation of SOWs for evaluations, participates in contractor selection, data collection if appropriate, and provides written comments on the evaluation report of economic growth activities;
- Serve as COR/AOR for selected economic growth M&E awards as necessary; and, Serves on evaluation teams and partner/personnel selection committees.
QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- Education: Graduate degree (Masters or above) in an economic growth, agriculture, environment, energy or related discipline.
- Prior Work Experience: Eight years of professional work experience of which two years must directly relate to managing M&E systems.
- Language Proficiency : Level IV (fluent) in English and Kiswahili (reading, speaking and writing) is required.
- Knowledge, Skills and Abilities: MES must have an in-depth knowledge of USAID, its procedures, regulations and poli-cies pertaining to M&E. Also, s/he should have mid to senior level professional experience and/or educa¬tional experience in an economic growth, agriculture or environment discipline. Further, MES must have a de¬tailed and broad knowledge of the host country's operational environment. Finally, MES will be the EG focal point for all related performance management and monitoring issues, providing senior level technical guidance to technical program managers and USAID implementing partners. Keyboarding and computer skills are also required.
