The East African
Community (EAC) through the Lake Victoria Basin Commission (LVBC) Secretariat
is coordinating the implementation of the 2nd Phase of the Lake Victoria
Environmental Management Project (LVEMP II) which will be implemented in all
the five EAC Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda). The
project will contribute towards the attainment of the Shared Vision for the
Management and Development of the Lake Victoria Basin through strengthening of
the regional and national institutions for governance of transboundary
resources in the basin; and facilitating public and private environmentally
friendly investments in the Lake Victoria Basin.

Main
Purpose of the Job
The
main purpose of this job is to manage all procurement of Services, Goods and
Works for the LVEMPII and to ensure proper procurement done in line with
Project’s Procurement Management Manual rules and regulations. The Procurement
Assistant will further be responsible for all procurement activities of the
project and for setting out an effective and transparent procurement process.
Duties
and Responsibilities
i.
Maintain
a data base on the status of procurement done by the Project/Commission;
ii.
Apply procurement procedures of participating
development partners;
iii.
Prepare the annual procurement plan for the
Project and facilitate its implementation on a timely and efficient manner;
iv.
Procure goods and services for the LVEMPII
Project in line with the procurement manual and in accordance with World Bank
guidelines;
v.
Prepare
tender documents for goods, services and works for the LVEMPII project;
vi.
Maintain a good filing of all procurement
documents;
vii.
Produce quarterly reports on procurement;
viii.
Set up an updated procurement plan for
LVEMPII Project indicating activities to be procured under Project’s grant;
ix.
Establish procurement guidelines for the
Project;
x.
Prepare periodic reports on procurement
activities in LVEMPII Project;
xi.
Update the Procurement Register;
Qualifications
and Experience
i.
A Bachelors degree in relevant discipline
(e.g. Business Administration, Commerce, and Law);
ii.
At least 3 years experience in Public
Procurement system with significant knowledge in Partners to Development’s
procurement policies, principles and procedures e.g. World Bank, African
Development Bank;
iii.
Excellent leadership and interpersonal
skills;
iv.
Excellent team player;

Remuneration
Total package will be
USD 13,700 for the period of consultancy.

Title of the Position: Information Technology Officer
Grade: P1
Reports to: Deputy Executive Secretary (Finance &Administration)
Duration of Contract: 5 Years renewable once
Station LVBC Secretariat Headquarters, Kisumu, Kenya
Main Purpose of the Job
To facilitate maintenance and management of Information and Communication Technology (ICT) Systems of the Commission.
Duties and Responsibilities:
i. Plan, direct and manage Information Technology Systems for the Commission;
ii. Co-ordinate implementation and training of Staff on the ICT;
iii. Oversee the updates of the Commission’s ICT systems and its security;
iv. Facilitate and manage the process of development, improvement and administration of LVBC website and the LVB Resource Center;
v. Develop appropriate training programmes, database security, back-ups, disaster recovery procedures and database standards;
vi. Schedule installation of new hardware and software to minimize impact;
vii. Perform any other duties as may be assigned by Management.
Qualifications and Experience:
i. Bachelors’ degree in Information Technology Systems, Computer Science, Systems Engineering, Electrical/Electronic Engineering or equivalent.
ii. Post graduate Diploma in ICT plus a certification in any of the related field;
iii. Minimum of 5 years experience in a similar field.
Skills and Competencies:
The ideal candidate should have:
i. Communication, troubleshooting, analytical, networking, and report writing skills;
ii. Excellent computer analytical skills;
iii. Good communication and report writing skills; ability handle basic IT trouble-shooting activities.

(REF: EAC/LVBC/HR/13-14/03) - Program Officer for Integrated Population, Health and Environment (PHE) Program (1 post)
Grade: P1
Reports to: PHE Regional Programme Coordinator
Duration of Contract: 1 Year (renewable subject to availability of funds and
proven performance)
Station: LVBC Secretariat Headquarters, Kisumu, Kenya
Main Purpose of the Job
The Program Officer will work with the PHE Program Coordinator to oversee integration of Family Planning (FP), Reproductive Health (RH), Maternal, Newborn and Child Health (MNCH) and Nutrition activities into environmental conservation projects and programs of the LVBC. The officer will account for all the deliverables of the integrated FP/RH/MNCH activities of the PHE program through monthly, quarterly and annual reports or through stakeholders’ reviews as may be required from time to time.
Duties/Responsibilities
Specifically, the Officer will be responsible for the following:
i) Coordinating the identification and selection of Community Based Groups/Organizations for participation in the PHE FP/RH/MNCH and nutrition activities;
ii) Oversee implementation FP/RH/MNCH capacity building activities of the selected community based organizations;
iii) Coordinate the establishment of linkages between the environmental conversation programs and the Ministries of Health;
iv) Liaise with the Ministries of Health, other relevant agencies and community groups to integrate FP/RH/MNCH activities within their environmental conservation work plans;
v) Work with the Ministries of Health and relevant non-governmental organizations in provision of Family Planning commodities and MNCH/RH services within the identified communities;
vi) Participate in the monitoring and evaluation of FP/RH/MNCH integrated activities;
vii) Monitor integration of FP/RH/MNCH into environmental conservation activities and compile reports for sharing with stakeholders; and
viii) Work closely with the PHE Regional Program Coordinator to oversee and report on PHE activities of non-governmental organizations collaborating with LVBC.
Qualifications and Experience
1. A degree in Health or Social Sciences specifically Clinical Medicine, Nursing or Demography from a recognized university. An advanced degree in Public Health/Community Health will be an added advantage.
2. At least 5 years of work experience in the area of FP/RH/MCH within the EAC Partner States.
3. Experience in PHE programming will also be an added advantage.
Skills and Competencies
Comprehensive and in depth understanding of FP/RH/MNCH issues in the Lake Victoria Basin (LVB);
1. Previous work experience in the management of similar programs at regional or national level will be an advantage;
2. Understanding of scope and mandate of regional level organizations;
3. Understanding of the FP/RH/MNCH polices and responses of the EAC Partner States;
4. Ability to express ideas and concepts clearly and concisely in written and oral form;
5. Ability to analyze, synthesize technical information and provide leadership and guidance on programming implications;
6. Good interpersonal, advocacy, negotiation and networking skills;
7. Proven programme management and resource mobilisation skills;
8. Ability to work as a team leader and team member and provide innovation and initiative;
9. Good knowledge of working with government departments, the private sector and civil society;
10. Excellent diplomacy and negotiation skills; and
11. Computer literate with good quantitative and qualitative research skills
12. Fluency in English is required.

Title of the Position: Senior Procurement Officer
Grade: P2
Reports to: Principal Administrative Officer
Duration of Contract: 5 Years renewable once

Main Purpose of the Job
To ensure that there is a continuous, cost effective and efficient procurement of goods and services for the Commission.
Duties and Responsibilities:
i. Lead the procurement function and oversees all aspects of purchasing, negotiations and process implementation for procurement related to goods and services
ii. Prepare procurement guidelines in line with the EAC Procurement Manual and Financial Rules and Regulations.
iii. Prepare the LVBC Procurement Plan and guide/monitor its implementation across the Commission’s Departments, Projects and Programmes
iv. Review procurement documentation for both local and overseas orders.
v. Lead in preparation of tender documents for purchase of supplies and equipment.
vi. Prepare advertisements and Procurement Notices.
vii. Lead or facilitate evaluation of tender documents.
viii. Establish a data bank of suppliers for the Commission.
ix. Prepare purchase orders as per approved tenders/quotes.
x. Act as Secretary to the Procurement/Tender Committee; and
xi. Promote a positive corporate culture and image of the EAC/LVBC.
Qualifications and Experience:
i. A Masters degree in Procurement, Logistics Management, Purchasing and Supplies or equivalent;
ii. 8 years relevant experience in a busy organisation with at least 3 years at senior level;
iii. Working experience in an International/Regional Organization will be an added advantage.
Skills and Competencies:
i. Excellent leadership skills including global perspective and understanding of factors impacting organisations/businesses and their suppliers;
ii. Excellent supplier management skills;
iii. Proven record keeping and risk management skills;
iv. Possess solid computer skills (proficient in Word, Excel, Power Point) and experience with an ERP system (SUN Systems is preferred);
v. Proven ability to be hands on within a heavy workload environment;
vi. Able to manage a multitude of projects simultaneously;
vii. Strong attention to detail required as work prepared by this position is presented to Executive Management for use in decision making.
