Field of activity
Electricity shortages and inefficient electricity services are a major problem for social and economic development in Tanzania. To date only 14% of the population have access to electricity in urban areas and only 6% in rural areas. Outside the grid and in areas with frequent power cuts, generators are used to generate electricity, but this is expensive. Hydropower is the main source of electricity in Tanzania but the capacity has declined in recent years due to reduced rainfall and inadequate management of dams. High expectations are currently directed towards gas exploration in the south of the country, which is just beginning and poses a major challenge to the Government in terms of licensing and distribution. At the same time, Tanzania has a huge potential for renewable energy resources such as wind, solar power, hydropower, biogas and geothermal energy. Some of these sources are already economically viable and could provide fast and sustainable solutions to the energy problem. The main problem, which is addressed by the GIZ programme, is the inadequate political sector framework and the insufficient capacities and skills in the sector for sustainable use of renewable energies.
Your tasks
As an advisor you will support the Energy and Water Utilities Regulatory Authority (EWURA), which is responsible for the technical and commercial regulation of electricity, gas, petroleum and water utilities. This includes licensing and tariff processes, adaptation, monitoring and inspections of standards (quality, technical, environmental etc.) as well as promoting fair competition and consumer protection. By offering this advisory position at EWURA, the aim is to develop the regulatory framework and practices in the growing renewable energy sector and to improve the regulation of water utilities. Your main tasks will include:
- supporting the assessment of renewable energy generation in the country and within the policy framework, including evaluating the economic and financial costs of renewable energy and advising on establishing contract and approval processes for investments;
- reviewing and advising on the policy instruments available to promote renewable energy potentials in a manner consistent with the efficient utilisation of resources;
- developing and adapting guidelines for selected aspects of renewable energy technologies based on international standards;
- capacity building within EWURA relating to methodological approaches for the technical and commercial regulation of specific renewable technologies, including capacities relating to feed-in tariffs and profitability analyses;
- developing practical methodologies with EWURA for setting up REFITs and renewable energy incentive (green tag) mechanisms and public awareness programmes to ensure efficient achievement of the renewable energy targets;
- supporting the development of the water-utilities information system and improving the capacity for monitoring and regulation through a decentralised structure and by strengthening internal planning and communication processes.
In addition, based on the approaches and advisory content at EWURA, you will provide input for the German Energy Programme (sector coordination by KfW) and the development-partner coordination group in the energy sector.
Your profile
You have a university degree in a technical subject, law or business science and are up-to-date on the latest international developments in the fields of regulating networked infrastructure, water supply, and renewable energies. Although you have several years of practical experience in this area, your excellent management skills will be a greater asset in this position than detailed technical knowledge. You think and act strategically, and have the ability to constructively analyse laws and processes and their practical application. You are an exceptionally good communicator, very sensitive to intercultural issues, and a skilled moderator who enjoys the challenge of chairing meetings. The position requires good business English and a basic knowledge of German.

Dar es Salaam has a very tropical climate. There are several international schools, both at primary level (including schools teaching in German or French) and secondary level (teaching in English).
