IBTCI has been invited by USAID to submit a proposal for Performance Evaluations for the Integrated Water, Sanitation and Hygiene Program, and the Coastal PWANI Project in Tanzania and we are currently looking for an Evaluation Team Leader. The estimated period of performance is 9 weeks starting around June 2013.
Purpose:The purpose of the two performance evaluations is to help inform USAID and relevant stakeholders on a) the overall key achievements and outcomes of the programs; b) effectiveness of the programs approach in meeting the aim of the USG biodiversity earmark for water, biodiversity and climate change; c) effectiveness of the programs and its integrated design in achieving intended results, d) sustainability of the approaches implemented and potential for scaling up. Findings and recommendations from both evaluations will as well contribute to the development of an integrated coastal and water resource management program for the Wami Ruvu and Rufiji River Basins.
• The iWASH program: to support the delivery of sustainable, market-driven water supply, sanitation, and hygiene services with an overall goal of improving health and increasing the economic resiliency of the poor in targeted rural areas and small towns in three districts of the Morogoro Region in Tanzania, through an integrated water resource management framework. • The PWANI project: to sustain the flow of environmental goods and services; reverse the trend of environmental destruction of critical coastal habitats; and improve the wellbeing of coastal residents in the Bagamoyo- Pangani Seascape including Saadani National Park and Menai Bay, in Zanzibar
Job Description: The Team Leader will be the primary contact in country throughout the data collection process. He/she will coordinate the overall evaluation effort and be responsible for editing and final compilation of the evaluation report. He/She will travel with the team throughout the data collection period.
Evaluation Team Leader Qualifications: • Master’s Degree in social or natural sciences required. • Must have at least 10 years of experience in performing evaluations preferably in similar programs; • Must have experience leading evaluation teams; • Data collection and analysis • Past experience in evaluating projects in Africa is preferred; • USAID experience preferred.
