IFC, a member of the World Bank Group, creates opportunity for people to escape poverty and improve their lives. We foster sustainable economic growth in developing countries by supporting private sector development, mobilizing private capital and providing advisory and risk mitigation services to businesses and governments. IFC is establishing a global team to support electronic banking with retail payments. The team will support product development, and help drive innovative and sustainable business models that use technology to deliver low cost payment services for the poor and unbanked. Specific emphasis is given to expanding access to electronic banking services in underserved countries and regions, including rural and post-conflict locations. IFC aims to achieve the following results: 1. Reduce by 10% the high transaction costs and risks currently associated with remittances and money transfers, particularly for small transaction sizes; 2. Establish standards, policies, procedures and laws that create minimum requirements for the efficient delivery of goods and services at a distance (e-commerce); 3. Deliver financial services to 150 -250 million low-income customers within three years through a portfolio of approximately 50+ projects; 4. Assess impact on users and service providers. IFC is seeking to recruit two experts who will play a key role in implementing its mobile banking strategy. The appointees will be expected to bring international expertise and experience in mobile and electronic banking and will report to the Global Product Leader based in Istanbul. Duties and Accountabilities: | |
• Support regional client work, functioning as an Internal IFC technical resource to the Regions • Assist in building the business, i.e. identifying potential IFC Investment and Advisory Services clients that seek to reach un- and underserved customers through the development of products and innovative channels, such as cards and mobile money • Support project development and implementation by leading application of IFC Mobile Money Toolkit modules, specifically business modeling and developing strategies for IFC clients wishing to expand e-banking and innovative payment channels to be implemented with the assistance of IFC regional teams and external consultants • Continuously assess business evolution and support adaptation of business plans to support scaling the business • Develop strategies to enable microfinance institutions to utilize electronic channels and support the implementation of such strategies • Design products (savings, insurance, loans, supply chain finance, cash management, G2P, etc.) based on results of market surveys and client priorities • Oversee process reengineering to ensure regulatory compliance and appropriate risk management for products delivered through electronic channels/ and agents • Oversee and support customer uptake strategies for new products • Identify, build and train a cadre of consultants to provide agent training for mobile money clients and other services required by IFC • Perform feasibility studies, regulatory analysis or other related projects for IFC when funding is not available for external resources • Support investment teams as a domain expert in conducting periodic due diligence assessments Market Research & Product Development • Research global trends in product evolution and value added services deployed through electronic channels and synthesize learning for IFC clients • Research successful consumer uptake strategies and translate into recommendations for IFC clients • Develop appropriate tools for process reengineering and risk management of electronic channels • Contribute to enhancing IFC external Mobile Money Toolkit IFC Thought Leadership and Market Positioning • Establish strong, positive working relationships across related parts of IFC and the World Bank, including IFC Investments, WB-PSDG and CGAP • Build and maintain key relationships with regional and international partners, such as central banks, MNOs, funders and corporations to ensure their support and collaboration in regulations, business roll-outs and investments • Ensure IFC’s leadership as an investor and expert in the sector by staying ahead of emerging issues, trends and opportunities in the electronic payments space • Maintain and improve IFC’s Mobile Money Toolkit, adding new content as it becomes available • Represent IFC at related conferences, industry events and stakeholder forums | |
Selection Criteria: | |
• Advanced degree in economics, finance and banking, or related discipline • 15+ years international experience in the banking or financial markets sector with specific experience and expertise in mobile and electronic banking, both from a sector development perspective as well as practical experience • Extensive practical experience in the development of products for mobile banking and other transformational electronic channel solutions • Experience working across business in a range of geographies • Strong business development, market development, networking, partnership management and fundraising expertise • Capacity to carry out regulatory and market assessments, evaluate conditions for customer acceptance, build agent networks and perform other related activities • Prior management experience leading diverse teams • Large network of established contacts across relevant markets and geographies • Ability to work across all levels and divisions in IFC as well as inside partner organizations; comfortable with senior public and private sector officials • Emerging market experience in at least three developing regions, i.e. East Asia and the Pacific, South Asia, Middle East and North Africa, Sub-Saharan Africa, Eastern and Central Europe, Latin America and the Caribbean • Demonstrated people management and inter-personnel skills • Self-motivated with can-do attitude and creative approach to problem solving • Excellent analytical and communication skills, both oral and written • Knowledge of Spanish or French in addition to English is a plus Only on line applications will be accepted.
