I. Background
The International Rescue Committee (IRC) seeks an experienced Youth Advisor to provide technical support for a proposed for a program to combat exploitive child labor among youth, age 14 through 18, in Africa. The program seeks to fund technical assistance project(s) to address exploitative child labor among vulnerable youth, by helping them develop marketable skills to secure decent work. The project will work to promote education and vocational training and decent work opportunities for those of appropriate work age. Project interventions must address the following areas: (a) enhance livelihoods for youth and their households, (b) support civic engagement by youth, and (c) encourage youth to take on leadership roles within their communities. This position is contingent on the IRC being awarded the cooperative agreement.
II. Responsibilities
The monitoring and evaluation specialist will be responsible for
• Ensuring the quality and relevance of the project’s monitoring and evaluation design, including but not limited to the development of all relevant tools;
• Developing an evaluation design (possibly rigorous impact evaluation) that will provide data and lessons learned in order to replicate the youth empowerment and development initiative design in other African contexts;
• Leading implementation of monitoring and evaluation activities for the project, by providing technical support, training and guidance on best practices vis-à-vis monitoring and evaluation for the proposed project;
• Hiring and managing all monitoring and evaluation staff;
• Working with the project team, including all partner staff and organizations, and others to ensure that all interventions fall under a cohesive monitoring and evaluation design.
III. Qualifications
• Candidates should hold, at minimum, a master’s degree (PhD preferred) in economics, education, international development, or another human development related field.
• Candidates should also have a strong academic background in research design.
• Candidates should possess a minimum of three years progressive experience, designing and implementing research projects, preferably in related fields such as economics, employment or education.
• Candidates must have a minimum of three years experience in projects conducting research in developing countries.
• Candidates should have experience in the development of transitional, formal, and/or vocational education and training for young people. Familiarity with approaches to entrepreneurship education, microfranchising, apprenticeship skill building, and/or youth financial services, are a plus.
• Candidates should have previous work experience designing and implementing monitoring and evaluation plans is highly desirable.
• Candidates should have strong writing and editorial skills, be able to work under pressure, and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team.
• Candidates should have experience managing or working on USDoL-funded projects is a plus.
• Candidates should have ability and willingness to travel.
• Candidates should be fluent in English. Knowledge of French is a plus.
