Program Overview
International Business & Technical Consultants, Inc. (IBTCI) is seeking a Monitoring & Evaluation Officer to play a central technical role in the day-to-day technical support that the Monitoring & Evaluation (M&E) Program for Somalia (MEPS) offers to multiple implementing partners based in Somalia, as well as their donor organizations, including USAID and DfID. Local Kenyan candidates are encouraged to apply.
Position Summary
This position is based in Nairobi with regular travel within select regions of Somalia. The M&E Officer’s main responsibilities will be to provide technical and hands-on support to the program’s third party monitoring/ verifications component. Specific responsibilities include:
- Provide ongoing capacity building, support and technical oversight to verification activities carried out by Somali third party monitoring organizations;
- Technical and daily support to implementing partners based in Nairobi or Somalia to help ensure that their M&E framework (PMP, log-frames) are geared to the implementation of transparent and efficient practices, aimed at measuring and aiding the impact of their activities on the ground;
- The adequate use and ongoing development of information clearinghouses in Somalia, helping to always improve usability and usage by concerned partners;
- Participate and support the nation-wide assessments of donor activities, especially within the context of their overall strategies; and
- Facilitation of knowledge sharing, best-practices and evaluation-based findings to improve coordination and the usefulness of information among implementers, donors and beneficiaries.
Requirements:
- A minimum of 5 years of technical experience in international development, with knowledge of USAID and/or DfID activities;
- Technical experience working in Monitoring and Evaluation, in either a full- or part-time capacity;
- A strong and demonstrated commitment and understanding of the practical and hands-on implementation of M&E, with a focus on its usefulness for implementers and its relevance to wider donor priorities;
- Superior written English language skills, with demonstrated expertise drafting succinct, informative and highly readable reports, bulletins, debriefs, etc;
- Bachelor’s degree in a related field is required. Master’s degree is desirable.
Desirable but not required
- Local knowledge of the Somalia language and/or experience working in Somalia;
- Experience working in a similar program, focused exclusively on M&E;
- Familiarity working with DfID logframes and/or DfID-funded programs;
- Knowledge of IT and databases.
