ActionAid International Malawi (AAIM) seeks a highly qualified and experienced professional in ADVOCACY and CAMPAIGNING to support AAIM in their work to engage women, youth, communities and organizations to hold governments; and corporates to account and engage public officials and institutions to foster effective tax policies implementation, transparency and accountability in collection and use.
ActionAid has been operating in Malawi since 1990. By 2011 AAM had physical presence in 14 districts (Local Rights Programmes) namely Chitipa, Rumphi, Nkhatabay, and Mzimba in the northern region; Salima, Ntchisi, Mchinji, Lilongwe Peri-Urban and Dedza in the central region. In the southern region AAM is working in Machinga, Phalombe, Neno, Chiradzulu and Nsanje Districts.
Key result areas: • Enhanced coalitions and networks to influence change in tax policy and advocate for transparency and accountability in tax revenue management. • Women, youth and other key stakeholders have enhanced awareness of their rights and entitlements and actively monitor the use of revenue in the provision of public services. • CSOs, District Councils, alliances and networks advocate and influence for more regulation of local tax collection and use in public service delivery. • Women, youth and civil society advocating for transparent and accountable delivery of services in the mining sector. • Women, youth and other stakeholders hold government accountable, and influence public service at local government level. • Heightened sensitization on tax justice issues within AAIM partners and target communities.
Required qualifications: • Master of Arts degree in any of the following or related disciplines: Development Economics, statistics, social sciences, and social sector planning. • Preferably 4 years’ experience in campaigns and advocacy work in an international organization, experience in working on issues of tax justice, accountability, public administration, or local governance work will be an added advantage. • Minimum of 3 years work background from developing countries, preferable on advocacy and campaigns. • Strong research skills, understanding and knowledge of the intellectual and practical underpinnings of civil society engagement with network organizations. • Proven track record of successful policy campaign, advocacy, lobby and alliance building work.
Contract start is subject to approval of work and residence permit. The assignment is for 18 months, with the possibility for renewal.
The Local Tax Justice Advisor is placed through ActionAid Denmark’s People4Change program; a people-to-people programme providing development support to ActionAid Country Programs and their partner organisations. As People4Change is a cross-national programme, aiming at building tolerance, respect and expertise across cultures and borders, this position is not available for permanent residents of Malawi.
