Tulane University Monitoring and Evaluation Research Assistant


Tulane University is seeking a qualified individual to serve as Monitoring and Evaluation Research Assistant for the Northern Uganda – Health Integration to Enhance Services(NU-HITES; RFA-617-12-000005) project, a five-year USAID-funded project recently awarded to PLAN International. The Monitoring and Evaluation Research Assistant will be part of a team led by PLAN International but will be employed by Tulane University. This person will report both to the Tulane Principal Investigator, based in the School of Public Health and Tropical Medicine in New Orleans, United States and to the Monitoring & Evaluation Specialist, based in Gulu, Uganda. The Monitoring and Evaluation Research Assistant will be based in Gulu, Uganda.
Tasks:
The Monitoring and Evaluation Research Assistant will be charged with the following tasks in support of the overall Monitoring and Evaluation strategy and framework:
1. Assist the M and E Team to identify and review existing data/reports related to quality health services and health systems strengthening to contribute to the development of a “heat map” of needs.
2. Assist with data analysis, including both basic tabulations and impact evaluation, as needed.
3. Assist with the preparation of research results for dissemination (e.g. project reports, presentations, and academic articles).
4. Assist, where necessary, in the preparation of materials for ethical review of study materials at the Biomedical Institutional Review Board (IRB) at Tulane University and counterpart ethical review bodies in Uganda.
5. Assist in the development and refinement of resources and tools for use in the baseline data collection and routine program monitoring, including training materials and questionnaires, where necessary.
6. Assist with training of data collectors related to household, facility and/or community surveys and provide oversight of data collection.
Qualifications:
1) The M and E Research Assistant will ideally have a Bachelors degree in public health, demography, sociology, economics or a suitable social science discipline. Master’s degree preferred.
2) Previous experience with both qualitative and quantitative data collection and analysis, including experience utilizing secondary data.
3) Previous experience working with local governments, nongovernmental organizations or health care provider entities in Uganda or other countries of Eastern Africa.
4) Excellent communication skills in English, both verbal and written.
5) Ability to work cooperatively/effectively with others of diverse personalities, education and cultural background.
6) Strong working knowledge of MS Office, survey and statistical software applications (Stata strongly preferred).
7) Ability to work independently and follow through on multiple tasks with relatively short notice.
8) Strong attention to detail (i.e. for report development and working with data sets).
