Team Leader to lead the implementation of an upcoming Education Quality Improvement Programme in Tanzania


The British Council is seeking an experienced Team Leader to lead the implementation of an upcoming Education Quality Improvement Programme in Tanzania.
EQUIP-T has an overall budget of around £50m - at least £30m will be delivered through this contract to the Government of Tanzania to improve the quality of education in primary schools and to increase the number of children, particularly girls, able to transfer to secondary education. The expected outcome of this programme is better quality education, especially for girls, and an approach ready for national scale up by the Tanzanian government.
Indicative minimum results include:
• Improved teaching of early-grade reading and numeracy in 2000 schools, resulting in an additional 230,000 eight and nine year old children able to read with comprehension.
• More time on task for 1 million primary school children, resulting in an extra 55,000 children passing their end of primary school examinations.
• 27,500 more girls able to make the transition to secondary schools.
The programme will take place over four years. The team leader will be expected to work closely with the Prime Minister’s Office – Regional and Local Government (PMO-RALG) who have responsibility for implementing primary and secondary education and who are based in Dodoma.
We will expect this post to be based in Dodoma, with national travel.
Key Tasks
1. Programme Management and ensuring compliance: Work closely with the project team to ensure effective delivery, ensuring programme input and client satisfaction
2. Technical inputs: Provide technical expertise to the programme in one or more of the core areas of the programme, leading a team of technical advisers. Procure additional expertise when necessary
3. High level representation and negotiation: Represent the programme to high-level decision-makers including senior government figures and donors. Provide strategic and thought leadership within EQUIP-T
4. Human resources: Manage a team of long- and short term experts, providing leadership and line management
5. Oversee the monitoring and evaluation of the programme, ensure reports are produced and submitted in a timely manner and take overall responsibility for performance and results monitoring of the fund
6. Oversee grants and finance management, ensuring smooth operation, compliance and reporting
Person specification
1. Significant experience of education policy and programming, preferably supplemented by an appropriate academic or professional qualification. Previous experience of Tanzania or other East African countries would be an advantage.
2. Particular specialism in one or more of the areas covered by this contract (INSET, English language teaching, EMIS, girls’ education, school leadership, early-grade reading).
3. Programme manager experience on a long-term, high-value (GBP 10 million +) education programme.
4. Experience of managing a team of short- and long-term staff, including managing short-term programme inputs. Procurement experience would be beneficial.
5. Demonstrable experience of working with devolved education systems, especially district-level administrations, as well as conducting high-level policy dialogue.
6. Strong written skills, as evidence through quality reports or policy briefs.
7. Experience of fund management or grants to CSOs would be an advantage.
8. Experience of managing DFID, EC or other donor-funded programmes.
9. Demonstrable knowledge of the social and political environment of Tanzania. We would be especially keen to hear from candidates who are competent Kiswahili speakers.
