BACKGROUND
The Global Water Partnership (GWP) is a worldwide action network and an intergovernmental organization, which supports countries and regions in their efforts to implement more equitable and sustainable management of their water resources. Created in 1996, the network now spans more than 80 countries in 13 regions worldwide, linked through our global secretariat located in Stockholm, Sweden.

The GWP program is currently developed within the framework of a 5 years Strategy (2009-2013) . It is implemented through a Global Secretariat, a Global Technical Committee and 13 Regional Water Partnerships (further decentralized into Country Water Partnerships) .

GWP follows a classic annual program management cycle but the specificities of the organization’s business model (intervention on soft water governance issues through an independent network of 13 regions) makes the corporate Program Management function rather challenging.
GWP seeks to strengthen its Program Management Function within its Global Secretariat in Stockholm via the recruitment of a Program Management Officer.


REPORTING & STAFF
The Monitoring and Evaluation Officer will be a part of the Network Operations Team and report to the Head of Network Operations. The position will also collaborate closely with the Network Officers in the Network Operations Team as well as the Communications Unit and Finance Unit which also work with the reporting of the GWP Network activities.

LOCATION
The duty station of the position will be Stockholm, Sweden but may involve a certain amount of travel during the year.

DURATION
2 year with possible renewal.



SPECIFIC DUTIES
Under the supervision of the Head of Network Operations and in close collaboration with the Network Officers and other Units within the GWPO Secretariat, the M&E Officer will undertake activities in the following areas:

Managing the GWP Program Information System
Collecting Program Information
Processing Program Information
Producing Program Documents
Maintaining the Program Management Database

Streamlining the use of GWP Program Information System within GWP
Supporting GWPO activities
o Prepare Planning and M&E guidelines as and when required
o Build capacity in the secretariat on Planning, M&E (in particular on interpretation and use of information)
o Offer on demand services on Planning, M&E within the secretariat
o Explore options for analysis of information in various formats, in particular for guiding the coordination of thematic areas and benchmarking between regions
o Support management with evidence based information whenever required (project proposals, special reporting, presentations)
o Support management in the preparation of Governance meetings (FPG, SC, CP)
Supporting RWPs activities
o Provide customized feedback to regions via NO on planning and M&E
o Prepare Planning, M&E guidelines as and when required
o Build capacity as and when requested

Further Developing the GWP Program Information System
Work with communication (IT) on optimizing the management of information within the GWPO Secretariat


QUALIFICATIONS AND EXPERIENCE
Relevant post-graduate university degree (MSc degree) in the water, social sciences or environmental sector
5 years of professional experience, preferably in project/program management with strong experience in planning, monitoring & evaluation.
Experience working on development issues in Africa, Asia or Latin America
Excellent organisational and strategic planning skills with strong ability to analyse, set priorities, take initiatives and complete work according to deadlines
Excellent computer skills in the use of software for data base management, text processing, spread sheets, and presentation.
Strong interpersonal skills and integrity with experience of working in teams.
Excellent written and spoken English is required. Knowledge of French or Spanish an advantage.
