POLICY ADVISOR Open-ended Contract SSP.147,775 gross per year circa + relocation for South Sudanese in the Diaspora
Oxfam GB's Purpose Is To work With Others to Overcome Poverty and Suffering. We are looking for a bright, dynamic and experienced South Sudanese to serve as Oxfam International Policy Advisor. Based in Juba, South Sudan, the role will involve extensive travel, sometimes under difficult circumstances.
Reporting to the Country Director, as Oxfam International Policy Advisor you will lead on developing and delivering Oxfam's South Sudan policy analysis, strategy and messages through close consultation and coordination with all Oxfam affiliates operating in the Country and other stakeholders. You will undertake vigorous networking, investing in relationships in Juba and programme locations as appropriate to continually inform, challenge, and improve advocacy messages; conduct systematic representation and lobbying when required with local, state and national Government of South Sudan, the UN, visiting officials, and donors; play an active role in the Juba NGO Forum by providing specialist advice on South Sudan policy issues and concerns; work with the Senior Management Team and other programme staff to ensure the integration of advocacy into programme planning and implementation; work with the South Sudan, regional and global gender advisors to develop and implement a plan to integrate a gender perspective into South Sudan policy and advocacy work; develop media and communications vehicles and engage with national and international media outlets in coordination with the Regional Media and Communications Officer. In addition, you will provide in-depth analysis of political and humanitarian context to inform the work of the South Sudan Senior Management Team and programmes; and undertake other related tasks as required and agreed by line and matrix manager.
To be successful in this role you will have experience in emergency and development work with a demonstrated understanding of context, dilemmas and challenges; a track record in advocacy; experience in influencing government, donors, and other organisations through representation and/or advocacy, especially foreign governments, donors, UN bodies and/or the AU; proven understanding of humanitarian principles, recovery and development best practices and civilian protection in fragile states; excellent teamwork skills and ability to build good relations internally and externally; excellent analytical skills with an ability to crystallise issues in complex situations; excellent communication skills, both written and verbal, in particular fluency in written and spoken English; and ability to think strategically and beyond the local/country context. Sensitivity to cultural differences will be essential, also essential will be thorough understanding of and active commitment to promoting gender equity issues and interests of marginalized people in all advocacy related work; ability to work independently; and willingness to travel at short notice and live in difficult circumstances.
