Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:
Under the overall guidance of the Chief of Mission and the Program Manager for the Yemen Stabilization Initiative, the direct supervision of the Civic Engagement Coordinator, and in coordination with the Media & Communication Division in Geneva, the candidate will lead the technical assistance and media programming for the Yemen Stabilization Initiative Program (YSI). The YSI is a community-based, small grants initiative implemented in close coordination with the donor, with communities in priority areas, and with all levels of Government. The Media and Communication Specialist will discharge a range of duties.
Core Functions / Responsibilities:
1. Design and implement media plans for YSI grant activities, in cooperation with program staff, including publicity and event coordination and promotion, highlighting project inaugurations, program successes, project completion, and other activities, as required.
2. Provide technical assistance to Yemeni government counterparts and civil society grantees regarding strategic communications and public outreach activities; support capacity development, including hardware procurement and training.
3. Assist partners and grantees with development of promotional materials for television, radio, print, outdoor, electronic, and alternative media to promote public awareness the National Dialogue, constitution-making, elections, and other political processes, timelines, as well as civic education.
4. Provide technical assistance to National Dialogue committees in developing effective media campaign strategies, in coordination with the international community and other donors, and support effective campaign implementation and project management, including content development.
5. Provide technical assistance to partners and grantees on the effective use of technology, including mobile phones and SMS, social media, and website development to support campaign objectives.
6. Provide technical assistance and management of polling strategies and activities, in cooperation with grantees and stakeholders, incorporating innovation and technology, to ensure the broadest possible public participation, transparency, and accountability of political transition processes.
7. Assist with the development and maintenance of the program's external public relations materials and events, and internal reporting on YSI program activities.
8. Submit a final report reflecting on all preformed tasks, recommendations and lessons learned.
9. Any other tasks as assigned by supervisor.
Desirable Qualifications and Experience:
• Completed advanced university degree from an accredited academic institution in journalism; or an equivalent combination of related education, training and professional experience.
• At least five years of relevant professional experience.
• Knowledge of Yemen social and political structures at the national, regional and local levels is highly desirable.
• Demonstrated analytical ability and understanding of the political context in Yemen.
• Good interpersonal and communication skills are required.
• Ability to organize the workload is required.
• Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment to meet deadlines.
• Personal commitment, drive for results, efficiency, flexibility and respect for diversity.
• Must be able to work under pressure and should be willing to work overtime and on the weekends when required.
• A good working knowledge of Microsoft Office (Word, Excel, PowerPoint and Access) is required.
• Must be able to travel to the field.
Languages:
Thorough knowledge of written and spoken English required, and advanced proficiency in written and spoken Arabic preferred.
NOTE:
IOM will pay an all-inclusive fee which will include expert fees, internal travel expenses and other costs (i.e. accommodation, insurance, etc.) without distinction of these costs, therefore in your CV, please indicate a minimum expert fee (all-inclusive) at which you are ready to take this assignment. A round plane ticket from the home station to the duty station will be paid by IOM.
