Location: Dadaab, Kenya
Position Description:
The Environmental Program Manager is responsible for leading the environmental team in the production, distribution and monitoring of ILF’s fuel Efficient Stove (FES) programs in the refugee camps surrounding Dadaab, Kenya and in the region in conjunction with the World Food Program, UNHCR and other partners.
Key Responsibilities:
●Day to day management of FES program, including ability to lead a team of local staff and refugee workers to produce and distribute FES, conduct environmental education, monitor distributions and end-user reactions as well as liaise and interact with other NGO partners and UN humanitarian agencies.
●Maintain and improve relations and linkages with partnering international organizations and institutions, community groups and individuals for the development of the ILF’s FES program and the realization of its humanitarian and development objectives
●Lead the community mobilization process for engagement with various sectors of the beneficiary communities
●Ensure regular and appropriate monitoring is carried out on production and distribution, as well as maintenance of up-to-date records of distributions, trainings and monitoring activities;
●Engage with and educate refugee communities on the design, purpose, benefits, use and maintenance of FES
●Undertake assessments and surveys related to ILF’s FES program
●Oversee program budgets and improve program accountability, including managing agreements with partners, documenting purchases and expenditures monthly, maintaining invoices, receipts, and copies of agreements and transmitting them to HQ
●Advise ILF senior staff on recommendations for the direction and design of the FES program, as well as any proposed design changes for the stoves themselves;
●Prepare monthly forecast budgets, production schedules and activity plans for Headquarters. ●REPORTING: Provide weekly and monthly reports to the Deputy Director and HQ Program Officer on activities completed and outcomes achieved and any program recommendations.
Requirements:
● A mature leader with proven ability to function in a challenging and isolated African environment while successfully managing relations with WFP, UNHCR and other institutional donors, partners and local communities.
●Previous field experience managing programs involving team building with local staff , educational outreach to camp based communities and ability to navigate local issues and differences.
●A self-starter with good communication skills and ability to adapt to changing situations.
● An even-tempered leader with an appreciation of the importance of developing good relations with FES experts, beneficiaries, local NGO and UN officials.
●Ability to exercise due diligence and discretion in overseeing expenditures, vendor and community relationships without exposing program to undue risks or financial losses while maintaining program goals and clear communication on operations to ILF senior managers and program partners.
Qualifications:
● Bachelors degree
● Fluency in English (oral and written)
● At least three years field experience, including at least two years with managerial responsibilities, including managing budgets, local staff, and proposal development;
● Experience with FES and/or environmental programs preferred;
● Experience with local training programs and/or M&E preferred
Compensation:
Salary depends on experience. Accommodations and standard benefit package provided. 40 days annual leave. Some monthly travel required to Nairobi.
