Global Pulse is an innovation initiative in the Executive Office of the UN Secretary-General, harnessing new digital data to help the public sector understand sooner how communities are coping with the impacts of global crises. To this end, Global Pulse is developing a 21st Century approach to impact monitoring, by establishing a network of physical innovation spaces for research & development, known as “Pulse Labs.” Together researchers from Government, the UN, NGOs and private sector, Pulse Labs work to explore the utility of new sources of digital “Big Data” (such as social media, mobile data, online information) and real-time analysis techniques for social development monitoring and program planning. See for example:http://www.unglobalpulse.org/applyingbigdatatodevelopment
The Labs in New York and Jakarta follow an “innovation as service model” by 1) working with partners from across the UN system to brainstorm and define problem statements and hypotheses, 2) designing exploratory research projects, 3) working through private-sector technology partners to conduct the research, and 4) sharing findings, and any open-source technology solutions that are developed, widely.
